AN $825,000 LOAN

The volum«» of business transacted yes
terday on Manhattan Island and The Bronx
was small. A market was found for a five
story flathouse in West 60th street, for a
garage in upper Madison avenue, for a row
of dwelling: houses in the Pennsylvania, tun
nel terminal zone, and for a number of
plots in the northerly sections.
The trading: reflected a big decrease in
the number of sales in the Dyckman tract.
Many realty experts said that the lull there
would not last lons, and predicted that
many his builders would soon be identified
with th© district.
Many biR apartment house projects have.
recently bepn launched for sites in the
TVe^t Side north of . r .!»th street. On a plot
17R. 11x100 feet, at the northwest corner of
Broadway and 113 th street, a twelve story
apartment house is to be emcted. It will
be constructed by the Broadway and 11 Sth
Street Company, and will be ready for oc
cupancy November 1 next. To carry out
the project, the company has obtained a
ruiilding loan of $825,000 from the Metro
politan Ufe Insurance Company. The loan
U at the rate of 6 per cent until the build-
Injr is completed, then at tho rate of b\±
per cent until April 1. MB, and for the next
five years at the rate of 5 per cent.
The Madison Avenue Presbyterian Church

terday by the Island Realty Company to
the United States Realty and Construction
Company. The Island Realty Company is

fiom Archibald A. Gulick. The expressed
consideration was nominal.
Plans have been filed for remodelling, en

ment house at No. 471 Park avenue for
occupancy, the change being for the 471-
Park Avenue Company (Inc.).

Albiiny. Jan. 24.— That the present condi
tion of the military service of this state,
both as to the national guard and the
naval militia, was never exceeded as to
strength, equipment, discipline., general
tflltleWCiJ and realization of patriotic pur
pose Is pointed out by Adjutant Hencral
Nelson H. Henry in his annual report in
Governor Hughes, commander In chief of
the state's military forces.
A r*.sume of the. percentage of absentees
from the annual Inspection and muster of
the- several national guard organizations
for th*» last five years Indicates a gratify
ing increase In Interest. The percentage
absent during 190© was LB3. as against an
average of more than 3 per cent for the
preceding four years.- This is a better
showing than any other state except Min
nesota, where the national guard Is numer
ically small. The percentage of absentees
of the organized militia of the United
States was. for the- year 1000. 13 33, and In
ISO 3, 33.4.'..
The. strength of the guard on September
20. 1&00. was 995 officers and 15.298 men. a
total of 15.291 and a gain over the pre
ceding year of £01. The total gains for
the year were 5,9*0 and the losses 6.073.
The medical department comprises lit
commissioned officers and 463 men. organ
ized as a field hospital, with detachments
assigned to different organizations. It is
desirable to organize a Held hospital for
the upper part of the state, also two
ambulance companies. To permit of such
action within the present appropriations
it Is recommended that authority be given
to th© commander In chief to fix a in.i.x.
mum strength for organizations in time
of peace, and that infantry companies be
limited to 76 or 84. Such'limitations might
be extended to coast artillery and engineer
companies. Such action, it is thought,
would obviate the danger of exceeding the
maximum limit and permit of the organ
ization of the companies now existing
on paper, thereby completing twelve com
panies in all the . infantry organizations.
It would also allow the organization of two
additional cavalry troops, a battery of
field artillery, an additional field hospital
and two ambulance companies.
The adjutant general repeats his recom
mendation that the enlisting period be re
duced from five to three years, with a
two-year re-enlistment period. He con
demns the present practice of allowing men
