Marcn 31.— QpßoaltlOß aaaai ment to Premier Aawjutth'a resolutions on the v-to power of the House of I/ords was moved in the House of Commons to-day by Fir Robert Bar.natyne, Finlay. Tlnaton Hliwiirri ChurehlP. the Hem* Sccre'ary. made an important eontl lbiltlotl to the Uebate. He said that when the veto resolution* were disposed of they WOVM ad vnnre with the budget, regardless of the consequences. Unless the House of Com mons carried the budget it was idl<\ ba said, to look to •'-■« King or to the country to carry the veto bill, but he predicted that at th» proper time and under the proper clr ctunstsncejc they would succeed in carrying both tfie veto and hudgret measures to the Etepg of ths throne. Mr Churchill closed with a nignificant statement "Tho tjnie for action," he said, "has arrived. S'nce the I»rds have u-sed their veto to affront the prerogative of the crown and hay« invaded the rights of th« Commons, it has become necessary that the crown and the Commons, acting together, should restore the balance of the consti tution and restrict forever the veto power Of the Hruse of I.ord"»." Premier Asquith's "guillotining" motion, which is published to-night, provides that the committee stage of all threo veto reso lutions shall be concluded on the night of April 14. The government has apparently made up its mind to bring political matters to an issue early in May. In the House of Commons this afternoon Premier Asquith announced two motions, the first to be made on April 4. setting a specific period for the discussion on the veto resolution?, and the. second fixing the time to be given to a consideration of the budget The general opinion in the lobby t<->-<iay was 'hat this arrangement portended a general election within six weeks. [Pv T«-te*riph M The Trlhun" 1 Albany, March 31.— Assemblyman Wa*d introduced to-day a series of bills designed to put additional obstacles in the way of frand''l»nt registration anil voting. TI • six measii s came from the State Superintend ent <.f Elections. While, they would supple ment in a general way th° measures pro pose,] by the Xew York County Republican Committee which Herbert Parsons cbarg<"l wer« killed la.«t year because of a combina tion of Republicans and Democrats on Washington and Albany matters, these a«w bill* are not county committee moaaorea. The first is a bill whi*-h was killed last year. It provides that in any oase of al lege*] fraudulent registration in the metro politan district the depositions of wttacaaei mm to beforo the State Superintendent of riortloni or hi? dep-sty shall be accepted by any magistrate in '..'e-u of depositions or testimony produced by a prosecutor before, the magistral". The present law provide* that the magistrate must examine in per non the prosecutor or informant and. his witnesses. Another bill provides that the pall book containing the signatures of elector! must b*> kept on file in the office of the Superin tendent of Elections. A third provide that each naturalized citizen before registering must produce his naturalization certificate or a certified copy of it. Still .mother pro vides that th« hour of taking challenge aff davits be Included in those documents. A fifth shortens the time within which appli cation to the courts to have names placed on the register may be made. This meamure provides that application must be made at least six days before election. Instead of at i<-ast two <lays prior la the second Saturday before election. It stipulates Umt If the application bft granted, the Board of Reg istry must meet on the Saturday before the election instead of on the second Saturday before that <lay. The last bill provides that one copy of the registers after registration day shall i>e filed with the Superintendent of Elections, so h<» may have all the f^ct? therein set forth to aid in his work. These measures will undoubtedly be op poser] tooth and nail by the Tammany Hall member?. The situation at Washington, a«> well as here, has changed somewhat since the. slaughter of the Par.-oiis election bills last year, 50 they and these bill* will have more of a -nance of passage than they had a session *s:o SHOT AT CORRVPTIOS.
