THE CAUSE OF HIGH PRICES Ex-Governor Prince Thinks It Is the Redaction of Hours of Labor. To the Editor r.f The Tribune. Sir: I have been greatly surprised In : reading article as to the reason of the ' increase In prices of commodities not to ! se* more stress la!d on the most obvious J cause, easily recognized as such because jlt necessarily brought about an Increase ' In the cost aC fo many article?, easy to ! calculate and constituting almost the •■• - • t'.re rise in rrice. I refer to MM Increase in ! wagon by shortening the hours of labor. A few years ago a vast body of workers ■ 111 1 various branches of business concluded ■ to reduce the time cf their activity from ! ten hours to *»ij?ht hours each day. No one. ; except "their families or dependents, could ' object to this. Each man is his own mas ■ ter as to how he uses his time. If he j chooses to work a whole day he. can do It. or to work only half of each day. or not I to work at all. But naturally the man who work? half a day receive! half of the pay of him who works all day: and the man only working ; one hour would receive one-tenth of the pay of the man who worked un hours. If men wished to work only «ight hours out of ten. they would naturally receive eight ; tenths of the, pay received by the f-:ll-day ' man. Their voluntary loss of one-fifth of their time, and of Its worth in money, i would concern no one but themselves, and i not affect the value of any product of. their labor. But tn this case, the workers demanded I and suoie^dr-d in obtaining the same wages I for eight hours of labor, mental or manual. ; which b*for<» had teen raid for ten hours. It may seem strange that this was possi ble, but '.t was <lon* through combination. : and every one knows that it occurred. Of ■ course, every piece of work or business j requires now just a quarter More days for I its completion than it did before this redue ; tion in hours. A piece of work formerly re ! quiring forty hours for Its accomplishment j would be finished in four days of ten hours ' each, but now requires five days of eight hours each. If the man having th<» forty-hour job to ] perform receives %2 a day. the work would cost J^ when it was done in four days, and ! now costs 110 when It requires five of the 1 shorter days. Thus by this reduction of I time and maintenance of full price for the ' curtailed day, one-quarter is added to the 1 cost of every product cf the labor thus af i fected. It may f* said that all kind? of labor have not had the extraordinary Rood fort* ! une of being sble to get full pay for frac tional work, but even in those rases there : is an increase in the, expense of living; be i cause so many of the necessaries cf life i are the product of the increased priced labor, so that the purchaser Is forced to ! Ai»un« them •re the (treat change in the. style of living of all classes, rich and poor; the general ex travagance In expenditure, which has grown steadily for a generation, and tiM constant Increase In the salaries of officials, which are put up on the slightest provocation but are rot reduced when that provocation ceases..- and which penes as a standard for those in ordinary life. April 13. 1310. THE PETROLEUM FIELDS. The a<l\ent of the spring season, and the material improvement in the condition of U;e roads has,, resulted In an Increased activity la the various oil fields. As yet. the work has been almost entirely cf an experimental character, operators genera. making diligent efforts to locate new pro ducing territory. In some of the older dis tricts -which are capable of furnishing ordinary wells, there is a disposition on the part of owners to push development work, and the indications are that the coming season will witness considerable activity in all of the principal fields. In West- Virginia and Northwestern Ohio there are signs of greater activity and the same may bo said of the Illinois field 3 and other Western districts. The developments of trie week, however, have not been attended with any -extraordinary results, except in the Lawrence County district in Illinois, where the King-Applegate and Lewis pools have furnished several gusners with ca pacities ranging from TOO barrels to 1,000 barrels. The bringing in of these wells has attracted considerable attention. In the West Virginia district. Marion County continues to show up well, the last week's work having resulted in the bringing In of several good wells, the- most important one having a production cf seventy-five barrels. In Harrison County. W. Va., the White top Oil Company's No. 2 has declined 2?0 barrels a day. When drilled In last week, this well had a production of about 9-30 barrels during the first twenty-four hours. In the Trenton rock field of Northwestern Ohio there .ire prospects of an increase in new development work, and lease owners are looking over their proper with a view of starting new work. Prices for refined petroleum are un changed at 7.75 in barrels and 4.23 in bulk at Now York.
