FOR SAFER__COTTON BILLS Bankers Here Devising Sv St em , to Relieve Them of All Risk Reforms in th« present methods of hand- Car cotton bills are being co^i by local bankers, it was learned yesterday -a, a result or the recent disclosure of frauds in connection with the failures of Knight Tanc«y & Co. and Steeie, Millar &Co It is charged that fraudulent bills of lad!— to the amount of probably 56,000.030 were Is sue/by these two firms, and the discovery of such wholesale frauds has caused Inter national banking houses to exercise un usual caution In the purchase of cotton bins, with the result that the freedom of movement of such bills i a the local es char.re 7 A -^et ha been Neatly restricted. Some nouses. It is said, refuse to purchase Wll craivr. by any firms or individuals in the South that are not personally known to them to be absolutely responsible, and in other cases guarantees <* the genuineness of the bills are demanded. Heretofore, as a rule, bankers have been accustomed to ac cept air cotton bills presented to them without Question, taking: it for granted that the bills of lading: were legitimate If the present tendency to make special Inquiry in each individual case should con tinue bankers fear that it will cause no end of confusion, particularly in the fall, when an enormous amount of cotton bills are presented for sale in this market, and for this reason they are trying to devise a system that will relieve them from all ri«k and thus make such inquiries unnecessary One of the plans which the bankers are understood to be considering is to require the interior banks, which send on the bills for customers, to affix their own guarantee to them, affirming their genuineness.
