Not only are the French banks keen for them, but I be lieve the French public .will with 'avidity take them off the banker's hands. <1 ascribe this to two reasons. ■ First, the great amount of money the French have on hand at this time. The day before I left Paris one of the Rothschild firm said to me: 'I have never seen po much money in France to Invest. We have just placed 450.000.000 francs in the new Japanese loan, and then you Americans. I understand, are placing many of your railroad bonds here.' "The second reason. I believe. Is on ac count of Theodore Roosevelt's visit to France. He has created more good feeling toward America and Americans than any thing- which has happened In many years. His renowned honesty, his great personal integrity, his great speech at the Sorbonne on the ideals of a republic, which has been placarded all over France and is even in the hands of the school children, have charmed the French statesmen as well as the public. There Is a great present and an assured greater future for our bonds in the French market if our financiers see to it that only good ones are placed there." ATCHISON EXPLAINS EXPENSES. The heavy Increase In the operating ex penses of the Atchison, Topeka & Santa Fe Railway Company, as shown in the statement of earnings for April, was said at the offices of the company yesterday to be due to the large amount of betterment work. Euch as the construction of second track and the revision of grades, which the road has under way. It was explained that while such betterment work itself was charged to capital account. It inevitably in volved a large direct charge to operating expenses. For the present year it was esti mated that such increase in operating ex penses on account of betterment work would be about $4,000,000. representing 2\, per cent on the outstanding common stock.
