There were indications, how ever, of moderate inside support in the Harriman and Standard Oil shares, and the fact that the liquidation, in Amalga mated Copper ami St. Paul apparently reached its clo?»e in last Fridays market raturally encouraged the idea that sub stantial interests no longer vere bearish ly inclined. This view of the situation, however, may change when the short in terest ha? been covered. The volume of i current trading certainly does not sug i gest that important Wall Street opera tors or outside capitalists are doing any thing on an extended scale in the mar ket, and in sw circles It is believed that thore will be no active demand un til liquidation has run further. In the final operations prices moved fraction ally under the best quotations of the uay, but substantial n*>t gains were made by Reading. St. Paul, Union Pa cific and United States Steel among the prominent issues, while on a fair vol ume of business St. L,ouis & San Fran cisco second preferred ended the day n.ore than 4 points above tho closing in Saturdays market. Chicago & Alton sold off 4 points en sales of 200 shares. Crop reports were favorable. According to the shippers' point of view the railroads arc not justified in increasing freight carrying charges, and the statements made by rppresentative Western shippers to President Taft yes terday that the railroads arc earning more than r-nough on present freight rate schedules to produce reasonable re turns upon legitimate railway securities have encouraged confidence in Wall Street speculative circles that. In spite of the assertion by railroad managers that their companies cannot do business at a profit without an increase in their tariff, dividends will be paid as usual. The fact, however, that both the rail roads and the shipper? will be compelled t" abide by the decisions of the Inter state Commerce commission under the terms of the railroad bill, which may be come a law this week, should be accept ed by Wall Street ap a better bull ar gument on stocks than tlir assertion of the shippers that the railroads will con tinue u> earn their dividend require ments under present transportation charges. Th» members of the Interstate Com merce Comxnission are intelligent men and they hold their positions for the purpose of protecting the Interests of both the shippers and the carriers. Wh"n a difference of opinion exists be tween th< representatives of the com pani*-? that carry tho country's products and the men and corporations that pro rii]<-< these products over thp matter of a fair and reasonable transportation. rat <■. the necessity of a fair and impartial tribunal before which each party will receive equal consideration is apparent The Interstate Commerce Commission will become such a tribunal when the railroad bill is signed by the President Quotations for stocks may go lower be fore the railroad rate situation is equi tably adjusted, but it is quite likely that liquidation will be accompanied by the usual intrenchment of securities in the hands of the people who have faith in th<* country and who always arc willing to buy al cheap prices and sell -when other people are tumbling over one an other to secure stocks at high figures. There was no material change in money market rates yesterday, and general in dications in the monetary situation sug p;ested easy rates throughout the sum mer months.
