Stock market prices moved toward a lower level in the best part of the day on selling by the professional element, which based its operations on the ab sence of public interest in speculation and on the idea that the recent lack of moisture and intensely hot weather in the spring wheat belt would be reflected in an extremely adverse government re port showing crop conditions as of July 1. This is the time of the year for crop scares. The month of June never has run out with no adverse news from the Western speculative tfrain markets, and the fact that a certain amount of injury to the spring wheat crop is now reported encourages the hope in bear circles on the Stock Exchange and in bull circles on the Chicago Board of Trade that the country at large soon may make up its mind that a panic is imminent. Un fortunately for speculators who are anx ious to bring about lower prices for stocks and higher prices for grain, this country has an enormous agricultural acreage, which promises to bring forth average harvests, if not better, notwith standing the possibility of a lighter spring wheat yield. From the talk that one hears in the speculative community one might imag ine that spring wheat is our only do mestic product. As a matter of fact, spring wheat supplies a small proportion of our total harvests. Crop scares come along with the regularity of the seasons. And at harvest time the country finds that its wealth from the ground amounts to enormous figures, as in 1909. for in stance, when the total value of things produced on the farms amounted to more than fftOOOjQQOvOOO. The remarks of Attorney General Wickersham before the Illinois Stat^ Bar Association, rec ommending federal control of all new railroad securities issues, were not liked by the speculative element in Wall Street, but it is doubtful if any sane in vestor sold his stocks on this argument. There is no doubt at all that a reckless Issue of railroad stocks and bonds tends to weaken the real value of securities, and legislation seeking to curb overpro duction of such issues should be wel comed by people who have their funds invested in the transportation industry. In the afternoon traders continued to hammer stocks, but there was little in dication of actual liquidation. The Sen ate resolution for an investigation of conditions in the steel trade appeared to appeal to bear operators as an argu ment for lower prices, but transactions based on this theory failed to excite holders of the United States Steel Cor poration securities, though professional interests succeeded in bringing the com mon stock down to a basis of 77%, against the closing in Thursday's mar ket at 78%. The general market closed near the lowest figures of the day. There was no special demand for money, while sterling exchange again moved to a lower level, under the influence of in ternational money marekt conditions and offerings of bills against American securities sold abroad. According to the known movement of currency in the week the local banks have gained more than $1,000,000 in cash resources, al though receipts from the interior have been smaller than a week ago, while fchipments have been heavier. Unless there has been a material expansion In loans in recent days, of which the money market gives no indication, to-day"s statement of the Clearing House banks ought~to show moderate improvement in actual reserves, which a week ago stood at a little more than £JK,Ooo,o<)< ). Renewed dulness, with a somewhat easier tendency, was shown in the market for outside securities. What little business was transacted was confined generally to aoou; half a dozen of the mining? Issues. At the outset a steady tone developed on smaii buying, although around midday reactions set in more through dulness than any pressure to sell. There was no feature worthy of mention. rhino. Miami, -Butte Coalition and Greene-Cananea were a frac tion lower. The silver stocks ruled steady and Goldfleld Consolidated was slightly easier. There was better Inquiry for I nion Copper. Ely Central was in fair demand, but unchanged. The Industrial list was al most entirely neglected. Bonds were quiet, with some inquiry for Western Pacific os. INDUSTRIAL. Sales. . Open. High. Low. CONSOLIDATED EXCHANGE. It was a very active and at times a very weak market on the Consolidated Exchange, with nearly all the leading stocks touching low prices for the day, which were under the bottom quotations reached on the New York Stock Exchange. The advance in wheat dominated the early market, while Attorney General Wicker sham's Chicago utterances advocating fed eral control of security issues came into play later as a bearish influence. The pro fessional element offered stocks through out the day. while the uncovering of nu merous stop-loss orders accounted for con siderable liquidation. Sales were the heaviest In two weeks, aggregating 115,640 shares, with fifty-six different stocks on the list There was some active odd lot trading In Brooklyn Rapid Transit. Ches apeake & Ohio, Consolidated Gas, .North ern Pacific and Great, Northern preferred. Small lots changed hands of such inactive issues as American Telephone and Tele graph. FOREIGN TRADING.— houses were not active in the local stock market, selling upward of 12,000 shares on balance. THE RAILROAD BILL.-In their month ly circular the banking house of John H Davis & Co. says of the railroad MU. A railroad wishes to advance an interstate rate. Naturally the shipper wants as^low a rate as he can get. It would be unfair for the rlilroad tole the Judge of reasona bleness, for its policy is too °"« n rTli " Jl£ traffic will bear." Neither should the snip per be the judge; therefore, the rate is sub mitted to the Interstate Commerce Commis- Bion. an independent, educated, competent body of men. Its Investigations might take a few hours, or days. If the reasonable ness of the rate is involved these examina tions may-not must-extend over ten months at the maximum The majority of cases will doubtless be Welded In short order; then an appeal may be .taken to the new Commerce Court, and this body will very soon become expert, dealing with only one branch of the law Here is provided a second independent, educated body of dis interested men to pass on a question of reasonableness, to arbitrate, If you Please, vexed questions. After that is the final tribunal, the Supreme Court of the United States, which- is directed by the new bill to give such cases preference. Has any thing fairer to all Interests ever been of fered to the railroads and the shippers of this country? We consider It to be invalu able to railroad men and holders of ran road securities, for stable and reasonable rates are thereby assured, and that is what every man recognizes as indispensable to general business, railroad prosperity and permanent healthy development of our . great country. Temporary political ex- , pedients, possible development of socialism | and the multitude of quack remedies during stress of hard times will under this law be powerless to embarrass the right of tne corporation to charge a reasonable sum fo» services performed." BANKS GAIN CASH. The reported movements of currency this week. Indicate a gain in cash held by the banks of $1, 101,000. A moderate gain from the inte rior was drawn down by the loss on Sub- Treasury operations. The banks received from the interior 704,000 and shipped into the interior $6,024,000, including $2, 905.000 nation^ bank notes sent to "Wash ington for resumption. The gain from the interior was $2,680,000. Ordinary disbursements by the Treas ury were $23,240,000. Payments by the banks to the Sub-Treasury for customs, internal revenue. 5 per cent redemption fund, etc.. amounted to $26,409,000, show- Ing a loss on Sub-Treasury operations proper of $3,169,000. The total gain from the interior and by new gold was $4,320. 000. Deducting the loss on Sub-Treasury operations proper, the net gain by the banks was $1,651,000. « COPPER TRADE CONDITIONS. — The tone of the copper market was a shade easier yesterday, and small sales were re ported below 12% cents for electrolytic. The failure of foreign interests to take large blocks of copper and the expected in crease in stocks on hand in this country this month are responsible for the indif ference of consumers. Based on imports and exports of copper so far this month, it looks as though stocks on hand in this country would show an increase of 15,000. 000 pounds or more In the current month. Domestic deliveries will have to reach 75. . 000,000 or 80.000,000 pounds in order to offset an increase in stocks. It is well known that deliveries were nowhere near 75.000,000 pounds, so that the conclusion arrived at by consumers is that there will be a further increase in stocks on hand.
