NEED EXTRA MEN IN PARKS Commissioner to Ask for Money for Substitutes in Vacation Time. It would require the expenditure of prob ably $25,000, Commissioner Stover said yes terday, to put extra men In the places of the park laboring forces during the vaca tion period. It 1s the Intention of Com missioner Stover to ask for an appropria tion of that amount for that purpose next year. The park laboring: force consists of b\x hundred or more men, and during the months of June, July and August, when they have their two weeks* vacations, at least one-third of the force will nearly always be awpv At present two hundred men are on their vacations and there is not an extra man to work in the place of any of them. In Morningside Park nineteen men now are at work, while the force for thin park numbers ordinarily thirty or more. In speaking cf plans for the betterment of park condition?. Commissioner Stover said he believed the. schools could do a great deal toward lessening vandalism through the medium of instructing the children as to the proper way in which to regard the park?. From four to six benches a block have recently been placed outside th« Fifth avenue wall of Central Park. WORKHOUSE WANTS CONCERTS Park Commissioner Doubts Power to Give Blackwell's Island Music. Park Commissioner Stov«;r has received an appeal from the inmates of the work house, on Blackwell's Island, for band concerts on Saturday afternoons during the remainder of the summer. The appeal as sures an attendance for ep.-h concert of at least three thousand person?. Th» spokesman for the inmates anxious to hear good music told Commissioner Stover that it would be of great benefit to the feeble-minded also, of which the audi ences would show a- largo number. As the Park Commissioner has not decid ed yet whether such concerts, even with a guaranteed audience, -would come under the head of "public concerts," the matter is still In abeyance.
