FINANCIAL MAW Bank Conditions Here Show Vast Improvement. At tile low levels reached last week by the leading: railroad shares, tho average price showed a decline of 24.31 points from tho high record of the year, made in January, while the average for the chief industrials presented a loss of 24.72 points, comparing with a loss for the railroads from the best average fig ure of 3909 of 28.87. and a loss for the industrials of 25.64. The highest prices ever made on the Stock Exchange were reported in January. 1900, when the prominent railroads reached an average 'of 135.36. against last week's low of 105.59. and the leading Industrials stood at 103, against 73.62 In the week Just closed. The low levels on the current movement, however, are 24.18 points above the 1907 panic average for the railroad Issues and 20.62 points for the I industrial stocks, the latter being 2.45 1 points under the low of September, 1908, and the railroads 2.16 points higher than the £908 low figures. Sound stocks are ; selling on an attractive Investment basis, ! and in the event of a general lowering: lof dividends, which does not appear ! probable, the declines that would ac i company such a movement would still make our securities excellent Income yielders. The stock market is much ; stronger technically than it has been at ; any time in the last twelve months, but this fact does not preclude the possibility of further speculative liquidation. De i moralization in prices last week was not 1 due to bear pressure, but to forced liqui i dation, and it is believed in many quar ters that in spite of the extensive selling ; already reported further liquidation will Ibo encountered before sustained Im j provement in quotations develops. Certain large interests that were un ' duly extended in the stock market came jto grief last week. Certain people who i came into the Street a year ago with the i purpose of gaining a f<.«othold in various j American railroad properties met their ; Waterloo In Tuesday's slump in prices, 1 the result of their operations intrench- I ing control of the companies in question ! more strongly in the hands of bankers I who had been waiting for the opportune j time to play their trump card in a game. i that neophytes thought was wholly in ! their favor. There was a veritable I slaughter in Rock Island, Missouri Pa cific and AVabash in the local market I and In Lehlgh Valley in Philadelphia, a ; large amount of the last named stock I passing to Morgan ownership, ' with the Reid-Moore holdings materially reduced. Our great banking and railroad inter ests do not look kindly upon control of railroad properties by speculators, and I the grip that a number of the latter I thought they had upon different com ! panics has been loosened by the market I movements of recent weeks, thanks to I the resources controlled by the country's I real financiers and the development of i conditions favorable to operations for ! lower prices on the Stock Exchange. : The New York banks have been calling ; loans extensively on speculative ac ' counts, and a tremendous amount of ' stock against speculative loans has been : thrown upon the market. As a conse i quence the banks are stronger, stocks 1 are in better hands and overenthusiastic i speculators have suffered serious losses. j There are many reasons why the sub stantial Interests may not seek to bring I about an active bull movement at the •; present rime. There are too many un i certainties in the outlook to warrant ac j tive bull trading at the moment, but j there is nothing In the situation that justifies pessimism over the future of i intrinsic values. The crops are groins I through a critical period, with indica tions of some deterioration in the last week In corn and cotton. Bank condi tions outside of New York are not alto gether satisfactory, and there is the I usual disposition in business circles to : shorten Bail pending the outcome of the ■ Congressional Lion. Railroads must j readjust their affairs to the new power vested in the Interstate Commerce Com- J mission, and v. bat the effect of this vast j power will be upon the transportation j industry remidns a mystery. Purther- Jiiure, there will be uneasiness in busi ness and financial circles regarding the attitude of the Supreme Court, which practically will be reorganized as to members in the autumn, on great cor j porate questions as involved in the Standard OH and American Tobacco litigation, while notwithstanding the current ease in money and the strong ! position of the local banks Wall street | will hardly be willing to go ahead with j a bull movement on the assumption that ! there will '.. ample funds for specula l liun and for harvest requirements. The I whole country apparently must readjust j itself to coming new conditions. Business conditions are not bad, and i there are no indication;; of real Indus ; trial depression- There are. however, j tainties that are inducing caution jln the mercantile and financial corn munkies -which eventually will be re flected in substantial improvement in all I lines. Actual holders of American in ; vestment securities can find no cause for apprehension in the recent course of market prices, or in the fundamental factors governing Investment values. When our greatest Industry, outside of the railroad business, can earn enormous profits in Epito of operating 25 per cent under capacity, there is no excuse for bear talk on the country. It was once i said that the iron and steel industry ; either was a prince or a pauper. At the time the whole statement was true, but conditions have changed since then to • an extent that it is difficult to conceive i of the development of a period when the j iron and steel trade will go in the rags :of a beggar. The United States Steel \ Corporation was formed In l'JO^', and In : the nine years of its organization it has shown an average annual surplus avail-; i able for its common stock of a little i more than 'J per cent, with the year of liH/7 reporting the largest amount avail ; able for the common of 15.6 per cent, ■ and HKM the smallest amount at 1 per ! cent. The report for the June quarter, published last week, showed earnings at the rate of more than $100,000,000 a year, equivalent to 16 per cent on the common, but in the last two quarters of 1010 the showing doubtless will bo less favorable, with the probability of total net for the year in the neighbor hood of $140,000,0u0. which would leave ! a balance equal to more than 11 per cent ; on the Junior issue. The: Western banks are the crucial feat ure of the outlook, and it is encouraging to noto that the banks at central reserve cities are drawing down their loans, and evidently are preparing for an emer gency that probably will not develop be cause of the publicity given to the pos sibility of trouble. July SL— There wat ' active trading in tho print cloth market last week and the total sales are estimated at 25f1,000 pieces. The sales for the -weplc ended July 23. amounting to JAP/HO pieces, were considered the record for several months, but the amount of business put through last week exceeds this total. While there have been no advances in quotations, prices have materially stiffened and manu facturers rejected offers which they would have accepted two weeks previoual^.
