Money Situation Not Favorable
to Bull Speculation.
Current business in stocks is light in
volume and made up almost entirely of
the operations of the professional ele
merit. "Whatever idle capital there may
bo available lor investment purposes is
moving into bonds, the market for which
J has shown more life in the last two
' weeks than reported in several months,
! both on the exchange and over bank
ers' counters. As a matter of fact there
i« not an overabundance of capital in
this country that Is not tied up in our
various forms of investment, and until
1 cur markets are better supplied with
j money there will be little chance of, sus-
I tamed upward movements In securities
or extreme activity in trade. Fortu
nately our wealth producing ground
gradually Is bringing about Improvement
in this respect, bat there will have to be
a marked change in foreign trade con
ditions in this country's favor, a reduc
tion in the extravagant expenditures
made by Americans abroad and
greater tendency on the part of Eu
ropean capital to move into our enter
prises before we can look for substan
tial betterment in money and business.
Politics exerts a restraining influence
upon market movements, and uncertainty
over the outcome both of the railroad
rate controversy and corporation cases
before the Supreme Court likewise tend
to retard business and speculation, but
the idea that these factors are the un
derlying cause of the present unusual
.situation is not well founded. The scar
city of capital and the overspeculation
in all lines following the panic of 1907 in
the main are responsible for existing
conditions.
Money is growing dearer the world
I over, and rates for accommodation arc
likely to rule at higher fibres for weeks
to come. In the local market the cot
ton bill of lading difficulty if not set
tled alonjr the lines suggested by our
bankers and railroads will cause some
temporary embarrassment, as the re
fusal of London and Continental bank
ers to accept these bills after October
31 will compel the New York banks to
make the advances to the Southern
banks against shipments of cotton with
out being able to realize on the bills
until the actual arrival of the cotton in
Europe. This merely will tie up credit
for a time, though it doubtless will
serve to make money tight at this centre.
The Bank of England and the Imperial
Bank of Germany advanced their dis
count rates to 4 and 5 per cent respec
tively last week, local money market
rates were decidedly firmer and sterling
exchange moved against New York. De
mand sterling is not far from the level
Ht which gold could be exported, and
the possibility of such an operation at a
time of diminishing bank reserves is
creating an extremely cautious policy
on the part of the banks in the matter
cf extending accommodation, but it
ghould be noted that loans already «r«
heavily extended, and that the exten
sive liquidation that as rxp*ct«*d to
take plarr throughout the. country has
not materialized. After the cessation
of th.' demand for money In connection
with tho financing of the harvests easier
renditions doubtless will develop, and
unless there should be a much larger
trade demand for funds than generally
expected at present the bond market
: .v,ould get the benefit of the return flow
of currency from the interior.
"While exports of cotton are being made
In fair volume, the ceneral outward
movement of merchandise is not heavy
enough to offset increasing imports as
an influence in the foreign exchange
market, and in view of the fact that wi
have no credit balance abroad, our
money market cannot expect to secure
assistance in Europe thin fall, except on
h. regular loan basis. Indeed, the metal
may be taken from bore if tendon should
actually need it. At this time last year
th- United States was a creditor on
foreign trade account to the extent of.
more than $66,000,000. while in the year
before the balance in our favor amounted
to $3MI/MBu99Qi These figures compare
with a debit against us of almost $1,000.
000. as of September 1 of the current
year. And that sum does not represent
the total of our obligations, which,
among other things, involve heavy
travellers' expenditures abroad, enor
mous remittances by our foreign born
population to the old country, freight
charges on goods carried in foreign ves
sels and interest and dividends due on
American securities h**ld abroad. At the
moment there is no offsetting influence
! in the way of active buying of our se
curities by European bankers, although
a small purchase by London banker.- last
week of Union Pacific bonds encourages
j the idea that the attractive prices pre
vailing here soon may be effective in
creating a better Euroj»ean inquiry for
:lrst class American issues.
The average present price of twenty
leading railroad stocks is in the neigh
borhood of 114. and for twelve indus
trials 39. In the last week in July the
same railroad stocks made a low average
of MBkßi and the industrials a low of
715.62. from which levels there waa an
advance to 115.47 for the railroads and
to 81.41 for the industrials on August
17. followed by a decline by the railroads
to 110.57 and by the industrials to 75..>0
in the early part of September. The
general tendency in the last two weeks
has been in the direction of higher fig
ures, but there is nothing in the char
acter of current dealings that suggests
the start of a bull movement. There are
not a few market observers who believe
that a new lew level for the year will be
| recorded before a sustained advance can
Ibe brought about. A year ago the lead
| ing railroad shares sold at an average
■ price of 1.".i..">""» and the chief industrials
at 9D.55, which, of course, makes pre
vailing quotations appear cheap. People
who have idle money on hand can secure '
a most satisfactory income yield on the
best class of investments, both in the
stock and bond markets, at ruling prices,
and while enough liquidation may de
velop to carry prices lower there is noth
ing in fundamental conditions that war
rants uneasiness over the future position
of American stocks and mortgage issues.
The Industrial corporations are not to
be put out of business and the railroads
will not have their property cowHacated
New conditions however, are developing
t^ which the business community in gen
eral will have to adjust its affairs. And
these conditions foreshadow greater in
trinsic value for our investments.
