Th« tariffs, by voluntary action of the railroads, on the suKgrestion of the com mission, will be suspended until February 1, 1911. This suspension is in consonance with the, action of the Western Trunk L.in° Committee In postponing tho effective date of advances of Its rates until February 1. In both instances the suspension Is made In order to give the commission adequate time to pass on the reasonableness of the proposed tariffs. It Is probable that before February 1 the commission will have de termined the questions now pending as to the rates in both territories and will have announced Its order to be effective Febru ary 1. At the annual meeting yesterday of the stockholders of the Western Union Tele praph Company the directors were re elected, and the report of the special audit ing committee, made public a few days apo, was submitted. President Clown' made this statement concerning the divi dend rate: "The dividend has been continued at 3 per cent, because. In th* 1 opinion of the directors, no change should be made in this rate until it Is determined what. If any. further charges should be made on account of depreciation or reconstruction, and until such rearrangements and im provements in the property shall be made as will enable now. Improved and extended facilities to be given to the public." The Income account for the fiscal year ended June ML 1910. shows gross earnings of J34,550.000, a new high record. The number of messages handled was 75,135.4®, the largest for any year in the company's history. Tho company had on Juno SO 1,429, 04!* miles of wire, against I,3^,uOiJ miles a year before. The annual report notes the gratifying public response to the "ntshl letter" Inno vation. A continuous service to the public Is promised in the following paragraph of the report: "It has not In the past l»e*'n possible for this company to keep a large proportion of Its offices open both day and night, Sun days and holidays, but under arrangements which are now in operation in some sec lions the country, and which will soon extend to all. it is expected that we will he able to maintain continuous telegraph and cable service twenty-four hours a day and every day In the year." The actual strength of the coast artillery corps on July 1. 1910. was 634 officers and 18.109 enlisted men. The authorized strength on that date was C 72 officers and 19,321 en listed men. The Brooklyn Rapid Transit Company may carry to the United States Supreme Court the complex litigation over the build ing of a trolley road on Atlantic avenue, Brooklyn. The case therefore evidently has not been ended by the decision of the Court of Appeals on Tuesday that the city lias a right to teai up the rails, thereby dis possessing the Ix>ng Island Railroad and the Nassau EH^ctric Railroad companies. The Brooklyn Rapid Transit controls the Nassau. Under a lease extending to 1966, the Ixmik I -land road is operation In Atlantic avenue, partly underground and partlj elevated. These rights wore leased from the Nassau.
