Pools were active in various parts of the
list -without attracting an active public
follo-sring, but the Street element ap
peared to believe that the enerpetic ef
forts of substantial speculative interests
to bring about a favorable market for
distribution of stocks bought at much
io"*ver prices would be successful, irre
spective of the unwlllngnesa of out
siders to nibble at yesterday's bait and
of the growing firmness in money rates.
TVall Street has begun to discount the
return of trade activity. The move
ment, however, is not expected to Ruin
material headway until all danger of
monetary disturbance has been elimi
nated, while in some quarter? it is be
lieved' that the speculation possesseH
none of the elements that foreshadow
more than passing improvement. The
fact that prices do not decline on ad
■verse development? is one <>f the
strongest points; in favor of the bulls.
Nevertheless, in view of prevailing finan
cial conditions, buying on borrowed
money does not commend itself to <-on
«<-rvative operators.
The genera! level of prices reached an
average higher than that recorded on
the August rise, with th* best showing
by United States Pteel common, which
supplied more than one-flfth of the total
transactions. No change was reported
in steel trade conditions, but the fact
that the railroads soon must come into
the market for steel cars, rails and ma
terials way an important consideration
in the minds of people who believe that
Steel common is soiling under its in
trinsic value an & 5 per cent investment.
It is well worth noting that in all trade
circles current reactionary tendencies
cause no uneasiness, while supreme con
fidence is shown over the future. Con
fidence begets profits. Western opera
tors wore somewhat to evidence in the
day's trading, their buying being based
upon the harvest situation, which gives
the promise «'f increased railroad earn
ings, although the general commission
house business ••■ c of unimportant pro
portions so far as outside purchases were
concerned. The best strength was re
ported in the lat« afternoon, when a
number of larg«> short accounts were
c-ov«-red.
Money rates are stronger, and from
current indications the market la run
ning into a period of relatively tiff
quotations for loan accommodation. Bo
far in the present week the local banks
have lost more than f4.600.00l on their
operations with the Sub-Treasury, while
they also have lost on their direct trans
actions with the Interior, and unless
ihore has been h material contraction in
loans to-morrow's <;!raring llou.se state
ment doubtless will ateOW a substantial
decline in reserves. It its quit" likely
that a large part of stock market financ
ing in recent days baa been handled by
the trust companies, but even these con
cerns sir" not ■ a position to provide
«-nouph money for the purposes of an
agsresslve bull speculation in securities
at this particular time on the pre?»;ut
basis of lending rates. In view «if the
heavy offerings of cotton Mils incident to
the desire of exporters to hay«- the staple
reach Europe, before October 31, after
