The bear movement in stocks that br iran in the early autumn of 1009 culmi nated on July M, with the ' • »*«* price of the leading railroad issues at 105.30 and the chief Industrials at 73.60. which compared with a hash for the rallroada in the preceding year of 134.46 and 0p.2« for the Industrials. From July -•> of the current year to August 1" there was an advance by the railroads to 1i.».4« and by the industrials to BL4I. followed by ■ decline to 110-50 and 78.15 for the respective proups on September •>. from ■which time there has been ■ steady ap preciation, last week's Ma points being liT.riO for the railroads and 63-50 for the industrials. Although man; persons in Wall Street believe that th* market is m ■ in a bull swing, it is thought that money market developments »'W inter fere for a time -with sustained opera tions for higher quotations, despite the theory held in pome quarters that thr> present ownership of stocks and the close concentration of banking interests will make ineffective any adverse de velopment as an influence upon market movements. And unless this country should be able to import gold frum Europe before the end of the year the rate for demand funds undoubtedly trill fro to 3 level that will call for extensive calling of loans against speculative accounts. Fortu nately, one important factor that might have led to disturbance in the money i market practically has been eliminated by the compromise over the cotton bill of lading controversy between local and foreign bankers, which calls for the for mation of a guarantee company which will guarantee the validity of these bills and safeguard them against forgery. While the solution of th- matter is not altogether satisfactory, it will serve to meet the pressing needs of the situation. If the New York banks should be com pelled to finance cotton exports severe stringency would develop in the money market; but • en with this problem re moved, local bank reserves and foreign exchange conditions do not warrant the idea that our financial Institutions will be In a position safely to handle the re quirements of an aggressive bull specu lation in tlie stuck market.
