[From The Trlb-^e Bureau.] WMhfactoii, Oct. H.— lt has been prac tically decided that Secretary Meyer wi'! ask Congress to authorize two more bat tleships and six torpedo boat destroyers at the short session cf Congress. There will probably be additional recommenda tions in favor of auxiliaries, such as col liers, a supply ship, an ammunition ship, a hospital ship and a repair ship, but naval officers here entertain little hope that they will be secured, with the possible exception of a fleet collier. No special mention mtO be made of sub marines, as the Navy Department has found that those who are interested in the award of contracts for that type of vessel have had, hitherto, great success in secur ing authorizations from Congress. Secre tary Meyer will begin work on his report immediately after his return to "Washing ton. Two tentative propositions have been prepared for the 1311 buiiding programme, which have been submitted to the Bureau of Construction and Repair and the Bureau of Steam Engineering for estimates. The features of the 1911 programme will not be disclosed officially until Mr. Meyer has passed en the various suggestions await in- his approval. An important feature of the new building programme is that involving the chief characteristics of the next battleships to be designed. Urgent recommendation has t«?en made for an increase in the displace ment, as compared with the vessels au thorized at the last session of Congress. It is not proposed to increase the arma ment above ten 14-inch sun?, neither is it contemplated to add to the weight of the engint-j In order to provide greater speed. On the contrary, the suggestion is to have less speed and utilize the advantage ga!ned by greater displacement in the Installa tion of thicker armor. Ey this means, it is pointed out by the strategists, a ship armed with the largest high powered rifles will be able to maintain ita position of attack at closer range, rid will not be driven away by the effective fire of the enemy. The latter will not be able to pene trate the heavier plates, and with this leas vulnerable protection an important fight ing asset will be derived. Of kindred importance is the w^ll-nigh sensational increase contemplated in the displacement of the destroyers, which It is proposed to design with IMI tons dis placement. Instead of <S0 tons. This will give a speed of at least thirty knots in serv.ee. and will afford the opportunity for a proportionate enlargement, of the bat tery. This increase in destroyer displace ment carries the type into the class of the scout, and the result Is that there will probably not. be built any more vessels of the Chester type. OCTOBER 20. 1910. ARMr NO NAVY NOTES | Firing of Heavy Guns Considered Necessary. [From Th* Tribune Bureau.] Washington, October 28. GENERAL, WOOD'S VlEWS.—Com plaints from various sources have been re ceived by the War Department against the discharge of heavy euns at tho coast ar tillery stations. It Is asserted that serious damage to private property has resulted, and preat annoyance to the residents in the neighborhood of the fortifications. Ar tillery officers, however, have gone on record against discontinr.nce of the prac tice and have taken the position that there is no serious ground for the complaints. Major General Leonard Wood, chief of staff, has reviewed the papers in the case and has commended that there be no abatement of the tiring of heavy guns. He does not believe an investigation of the alleged damage done to private prop erty would justify a discontinuance of the use of big guns for target work. To sus pend the target practice at those forts against which complaints have been filed would seriously impair the efficiency of the coast defenses, is the opinion of General Wood. He declares that to suspend ar tillery practice would make it difficult to maintain batter in a first-class condi tion.
