death in Hancock av., between Beau
bien and Stantone sts.. soon after mid?
night this morning. Little more than
a block away, another man was found

Bogus Exemptions from
Military Service Sold
on Large Scale.

office in conjunction with the Italian
consulate, is investigating a scheme in?
volving the use of the mails
whereby, it ?9 declared, hundr? ,1?
of Italians living in various
parts of the country have been
swindled out of thousands of dollar?
through the operations of B New York
gang which sells what purport to be.
warrants exempting the holder from
service in the Italian army in the event
ot big deciding to return home.
? he prie.? of these exemptions varied,
though ?-200, the amount obtained from
Italians in Waterluiry, Conn., where
one arrest was made under the state
laws, is understood to be the minimum.
The Waterbury Italian declared that I
he was merely the agent of men in this ,
city to whom he forwarded all money
he collected minus the 10 per cent,
commission which it had been agreed
he should retain.
Investigation t>y officers of the local
consulate brought out the fact thst
members of the gang which had been
operating in other parts of the country
from headquarters in Lafayette arfd
Mulberry sts. had been advised of tire
trouble in Connecticut and for tt?
prcsrnt at leapt were "away on bu?i- j
ness."
In this gang are a number who have I
been on the secret service lists as ;
suspected counterfeiter.??, a'id on the
books of the old Italian ?-r-uad, prior \
to its disolution by former Police
Commissioner Waldo, as "P.lack Hand"
operators. There are records of arrests
against ?some of them but no convic?
tion of any serious crime.
1'nder the Italian law every male is
subject to military duty in one form or
another until he reaches middle life.
Many of the men who come here have
not serv? ?i with the colors, and should
they return tu Italy would have to do
thtir ?hare. Because of this many
who would otherwise return for visits
remain in this country.
To meet the demand raised by this
class the gang invented the certificate
granting the holder immunity. Printed
elaborately on a very fine grade of paper
and adorned with impressive seals,
these documents recited that the bear?
er, having complied with certain for?
malities, was thereafter exempt from
all but volunteer service in the army
or navy. They also bore what pur?
ported to be the signature of the King
of Italy.
Trade in these ?locuments was fairly
pood throughout Connecticut until
word came from an Italian who had
gone home that the Italian authori?
ties did not recognize the instruments
and insisted upon his taking his place
with the colors. The seller explain? I
that there was some mistake, telling
others who had bought the papers that
thofe holding them could not be made
to serve. These men. however, insist?
ed that they verc interested in facts
rather than theories ar.d wanted their
money back. The local agent could not
give it back and the scheme was ex

According to complaints made to the
Italian consulate in Lafayette st. a con?
siderable number of ignorant Italians in
upstate cities and in the mining re?
gions of Pennsylvania have been vic?
timized by this swindle or similar ones.
It hai thus far been found almost im
peaaible to get evidence that would
?end the swindlers to jail because of
the fear of the victims to give testi?
