As a sequel to the discussion be? tween the cotton loan committee and the chairmen of the state committees In Washington on December 14 th? loan committee yesterday drew up a supplemental letter of advice to the state and local committees. The new regulations sent out by Secretary Holly provide for making loans to holders of fewer than on?' hundred bales of cotton, hitherto named a.? the unit, provided would-be .??mall borrowers combine their appli? cations to make up at least one hun? dred bales. No application, however, may be on the basis of fewer than twenty bales. Borrowers will be re? quired to have their cotton actually under cover in warehouses and not simply in the custody of the ware iiuthorities.
