HOW TO VOTE FOR SUFFRAGE AND THE CONSTITUTION The voter in New York will receive three ballots this year. One contains the list of candidates for the various offices to be voted on. The two others are reproduced below. Each of these puts three questions. "A" leads off with the woman suffrage amendment. It contains as well an interest amendment and a referendum on the proposai to issue $27,000,000 in bonds t<> complete the Erie, Oswego and Champlain canals. These are submitted by the Legislature. "B" contains the three questions submitted by the Constitutional Convention. The candidates' ballot is in the same general form as at the last election, candidate? being grouped by office, not by party. The Tribune believes that the two constitutional ballots should ho marked as below?with an X in the square opposite each "Ye?.''
