EARLY ADVANCE
Industriai Shares Furnish Bulk

of War Orders.
Thc majorrty of stocks closed yc<='cr
day with net losses after a .session that
was marked by a rcversal of seiitiment
which gave rise to inrrensing uneer
tainty regarding the dividend action of
the dirrrtnrs of the I'nited States Steel
('orporation at to-day's quarterly meet?
ing. Steel common was the most active
stock, and with a turnover of f.5,000
shares advanced eRrly in the day to
8*7*4, siibseouently declining to a close
of M, wherfl It showed a loss of ? small
fraction.
In view of thr fact that tho qunrterly
meeting of the Steel board is srheduled
to-day, -he actiear of the stock was
watched with more than usual interest.
At the end of the day opiaion was more
drvided than ever over the question of
whether an extra dividend would be
deelared, although no one doubted the
ability of the corporation to make a
payment of this kind. In recent weeks
the Street has talked of an extra dis
bursement on the common stock of
from 1 to 8 per cent, in addition to the
regular payment.
ln a general way the mn of stocks
.followed the lead set by Steel. The
opening was strong, with some BUBBtaa
tial advances on purchases by shorts,
but as soon as the demand from this
quarter had been afltiafied pricflfl becafl
to ease off. Toward the end of the day
profit takinf* snle. helped i.long: the
movement. Definit** reports of new war

by the Allies failed yesterday lo
stimulate speculative interest in the
shares directly atTected. I'nited States
Industriai Alcohol was a weak spot,
with a sharp decline of i> points. An
incident of the day was an advance of
13*4 points in Liggett & Myers.
Chief interest in tinancial eirdes con
rerged upon to-.lay's meeting of the
lirectora. The earr.in*; statement
of the months of April, May nnd June
will be published, and, accordinp to un
official estimates, the record of $1.1.000,
000 in net earninj-s in tha lirst qoarter
of the year will likely be aarpaaaed,
Vesterdny's estimntes ranged from
$72,000,000 to $80,000,000.

Sterlinp exchanjre was fractionally im?
proved. The announcement that Pre?

House Ol Commons for a new 4\.4r
credit of $2^80,000,000, instead of
$1^00,000,04*0, f.- hud been expei.i,

Southern Paeific report for June dis

Pafis, July 24.?Tha "Temps." it
seems, is authoriaad to announc.
that thi* next war loan will be ir;

It is ramarked that at the snd of
last May depo its in the principal
bank. had only deereaaed 775,000,
000 franca, despite tbe interruptioii
to business and to all sources of in-,
come due to the war; and it is gen-;
crally accepted tbat while, in re
sponse to tbo calls of the govern?
ment, the hoarded gold has been
brought out, bank notes are now
hoarded instead of gold, and the
eountry thus still has plenty of
hoarded money to call on for the
new loan.
The Paris Chambcr of Commcrc*.
hai put out a proposition for thf i
tontrol of corporations doing busi-!
neas in France. They have three
proposal -that at least a fourth of
the eapital of all coneerns doing
business ln Franee must be French;
that shan-s of stock repre?enting at
least a fourth of the capital must
bear a special stamp, showing tha*:
dividends on those shares will only:
be paid to French holders; and that
there shall bo special courts to con-;
trol corporations in which foreign
capital ls Invested.
Bankers point out that the first
two propoaals would be very incon
venient for the companies, for the
Hourse and for the public, while the
nationalization of shares will re
strain International credit.
There have been 166,000 declara
tions on the income tax. This is
figured by the Ministry of Finance
to represent about half of those
liable, but instead of making an im?
mediately arbitrary assessment on \
those who made no returns, more'
time will be given to them to m__fc_
returns.
It was feare,! that thr* raisinp of :
