Carranza Lacks Money for Army; Crisis at Hand Foreigners in Mexico City Deny Conditions Are Improving Mexico ray, July It.?-Foreigners here are amazed at reports emanating from Washington that conditions in Mexico are gradually improving. The \ tact is that politically and economically j conditions are fast bordering on disin? tegration. The military situation is critical. As long as Mexico wit able to take metal? lic rese?es from the banks the govern? ment had a means to pay the soldiers. But now all the banks in Mexico City, Vera Cruz and other large cities have basa completely looted, so that the gravest problena is to raise money for the ]L'o/ioo soldier?. A foreign loan, which has long been abjured with con? tempt by the Mexicans, now seems necessary for the maintenance of the military power by which President Car? ranza is kept in office. The feeling is here that Carranza ultimately will ef? fect a loan from the Cnited States even if. to do it, he will have to make con cesfions that will be obnoxious to the Mexican proletariat. T'ie Un.ted States alone is feeding Mexico. Baratara in Mexico have not been pjanf.ng, because they fear even ! ihough they could produce good crops i they would be robbed by soldiers. I Flour, lard and salmon are imported from the 1'nited States, but a big pro-' portion of the imports are destroyed by the burning of trains. Not Ions ago seven freight cars of flour were burned en route from Vera Cruz to the capital. Soldiera Rob at Night The rnising of the embargo on war munitions, which recently let in from El Paso 2,600,000 .ounds of ammuni? tion, is viewed with serioua concern by the peaceable Mexicans. The trouble is that no law-abiding citizen is per? mitted to have arms to defend himself anainst bandits, who infest the country, to say nothing of the Carranza soldiers, who poae as bandits ar.d rr?b at night. There is no way of determining whether a robber is a bandit or a sol? dier, as the latter wears no uniform when on the rampage. The letting in of additional arms and ammunition may serve only to increase the danger from these soldier-bandits. Much ">f the munitions is subject to capture by revolutionists. Many of the foreign interests have had to Bbandon their properties on ac? count of their inability to obtain pro? tection from the Carranza government. Sentiment Pro-German The pro-German sentiment Is every? where manifest, not because the Mexi? cans are fond of the Germans, but be? cause they hate the "gringos." The army is absolutely in favor of Ger? many. The civil population reflects the military's anti-American view. "El Democra'a." ? This campaign continued in the paper for several days, but sud? denly ceased. Double Taxes Paid The oil fie'iis are paying taxes both | to the Carranza government and to a revolutionary leader named Palaez. who operates in the Panuca and Tux pam districts, which embrace the Tam? pico wells. He ha.? absolute control of all these fields, and for certain sums paid to him by each oil company he i promises to give protection against any other rebel. The Carranza troops . never venture into that part of the ; country, although they know that this double tax arrangement exists. The Mexican railway, operating three hundred miler from Vera Cruz to the capital, and the Tehuantepec railway. ' across the isthmus of that name, both ? cwned by English interests, have beei. taken over by Carranza. One theory is that Carranza did it at the sugges? tion or connivance of the German Min? ister in Mexico City. Another is that he was pressed to do it to get the reve? nues that these roads produce. Rowing Officials Stand by Wilson On Sport Question The rowing men of the country adopted the recommendation of Presi? dent Wilson, to continue all form? of sport during the war, at the annual meeting of the National Association of Amateur Oarsmen, which came to an end late last Saturday n'ght at the New York Athletic Club. However, it I was voted not to consider 'owing events as championships on account of the fact that many oarsme- had joined the colors. The title competitions wiij be restored at the earliest opportunity. Owing to the depletement of the club ranks the rules governing the junior, intermediate and senior clahsi ficationa were relaxed to allow in the future the competition of mixed crews. This will please the local clubs, who have had great difficulty in arranging eights. The delegates decided to encourage schoolboy rowing, in the expectation of a national revival of athletics. The Philadelphia members present an? nounced that the clubs of the Quaker City would hold local regattas during the remainder of the summer, and turn over the receipts to the War Hospital Fund. g Squall Spoils Race On Jamaica Bay Owing to the breaking of a nasty squall from the west by north, the re? gatta committee of the Motorboat Club of Jamaica Bay cut the course in half in the annual regatta of the organiza? tion off Canarsie yesterday afternoon. Two divisions of raotorboats and a sail? boat class tilled, all racing under han? dicap times. The contest was interesting until the wind swept across the bay, making it exceedingly dangerous for the little craft to continue. When the boats were stopped the Thelma II was leading in the first division of motor craft and the Iris was ahead in the second di? vision of the same class. Among the sailboats the Alert was the first across the line. The position of the craft may be changed when the race committee, con? sisting of Commodore C. H. Greene, Commodore I.. C. Heimer, G.
