U. S. Steel and related industries, as well as shippings and various -oecialties, were carried down in the abrupt decline, Sumatra Tobacco bein?r the weakest issue at an extreme reversal of 5',4 points. Standard rails were at their best in the later dealings, but forfeited their moderate gains with many of the low-priced transportations. Re parts that some of the important railway companies would defer dividend payments pending adjustment of contractual relations with the govern? ment met with prompt denial. Lacking more cogent reasons, the market's lethargy during the early and intermediate periods was commonly ascribed to the proposed "luxury" tax and the government's exhaustive weather report, which again dampened crop prospects. The cost of new corporate financing was emphasized by reports that the forthcoming issue of Bethlehem Steel notes would be offered at a 1% percent basis, exclusive of the syndicate's commission. These and other adverse conditions were partly neutralized by the U. S. Steel June statement, showing an increase of almost G00.000 tons in unfilled orders, the first gain since last January. Utilities, notably gas shares, were heavy at all times, People's Gas bting a striking exception at a 3-point advance. Bonds were steady on light trading, Liberty issues making partial recoveries from their early setback. Old U. S. bonds were unchanged on call. October contracta sold off from 25.02 to 24.4G. and closed at ' 24.51, with the general list closing steady at a net loss of 9 to 27 points. There was considerable Southern sell ing on the afternoon decline, and last prices were within a point or two of the lowest on most positions. Tuesday's covering movement was re? newed at the start? First, prices were 4 to 15 points higher, and active months sold 30 to 35 points net higher within the first hour. People who sold ' on Tuesday morning, owing to the' bearish view of price fixing for good?, were among the buyers on the ad-? vanee. Some bought on the outlook for continued dry weather in the South? west and on crop complaints from that section. The weekly report of the Weather Bureau on the whole created an impression that except for west Texas the crop was making satisfac? tory progress. Offerings increased after its publication, with July selling 11 points and later deliveries 21 to 29 points net lower in the late trading. The relative strength of July and its increased premium over October were supposed to reflect the presence of a remaining short interest, which some brokers think may be of considerable ! importance. Trading in July will end at noon on the 25th, so that the time remaining to even up commitments is comparatively short. Very little cotton is moving in this direction, and there would appenr to be little prospect for ?arge deliveries. Price fixing in cotton goods as a factor in the course of raw material values was not discussed much, and attention seemed to be directed almost entirely , to weather and crop conditions.
