Pro? posals on Economic Situa tion and Diplomatic Ad? vices, He Tells Congress WASHINGTON, Jan. 15.?A naval j force of 638 ships aa compared to 231 j in 1916, was recommended to the House Naval Affairs Committee to-day by Admiral Coontz, chief of operations, \ who based his proposals, be said, on j j "world conditions, the economic situa- j tion and diplomatic advices." Appropriations for 1921 were esti- j mated at $575,000,000 as compared with $613,000,000 in 1920. The navy still has 261 vessels to sell, Admiral Coontz said, mostly sub? marine chasers, but including several pre-dreadnaught battleships, old cruis? ers, gunboats and monitors, in order to get down to the strength estitoated to be necessary. A general "house | cleaning" of ships of doubtful military ' value is in progress, he added, the ? force to be retained including 17 | dreadnaughts, 13 pre-dreadnaughts, 8 armored cruisers, 18 cruisers, 14 gun t boats, 299 destroyers, 141 submarines, 11 destroyers' tenders, 55 "Eagle" boats, 36 mine sweepers, 2 mine layers, 5 submarine tenders, 4 hospital ships, 3 fleet repair ships, and a number" of j auxiliary vessels. To keep this -force at sea, or ready I to go, with only 65 per cent comple | ments, would require 91,000 men, Ad ! mirai Coontz asserted. Great efforts I are now required to keep going on less 1 than half complements for all ships, he added. "There are ship* that on paper are part of the Pacific fleet that are still on the Atlantic coast because wo simply cannot get men enough to send them to sea," Admiral Coontz said, adding that the navy was unable to bid against the United States Shipping Board and private companies.
