D .- \V Answer? Both issues you mention are speculative, because they are like all common stocks, sensitive to earn? ings. The railroad situation is such that while we hope and believe it will improve, yet there remains a consider? able amount of uncertainty. American t.ar &. Foundry is one of the best man? aged industrial corporations in the ' country, and yet it must be apparent that the earnings of the corporation have varied considerably over a period of years. In consequence we think it best if you desire a fixed income elim? inating the speculative -features as far as possible, that you convert vour no dings into higher grade, seasoned preferred issues. Among these are American Car & Foundry 7 per cent preferred; United States Steel 7 per cent preferred; American Tobacco ? per cent preferred; General Chemical 6 per cent preferred; and Standard ;' I of New Jersey 7 per cent pre ferred. J ?o trust con ; iniea hur lie ? ?- .: a i ui ' or are brokers the onl; leans : carrying bonds on .i margin? ? :. T. i-\ Answer? We believe the present offers exceptionally good opportunities to purchase bonds. While short-term issues return high yield-, consideration should be g ven to the fact that when they mature long-term bonds probably will not. be procurable at such attrac tive rates. We frequently have listed this column bonds which, in our op.r.ion, offer excellent opportunit i ?s for permanent investments. The fol wing bonds have conversion pri\i leges which may prove of value; Sout'n ern Pacific convertible ? per cent, Cuba Cane Sugar convertible 7 per cent, American Telephone convertible 6 per cent. We see no reason why it would not be advisable to purchase bonds on a conservative margin. Interest rates are high at present, however, and it would be well possibly to pay on your debit balances from time to time. Trust companies are unlikely to handle margin accounts the same wav as brokerage houses. You could borrow money at a trust company on bonds as collateral for vour loan. It would be ' best to consult the particular trust > company you have in mind. In Doubt About Holding On Question- ! hold United States Steam? ship and U?vc:<r. Answer? There are no new develop? ments in the affairs of either United States Steamship or Heyden Chemical. Practically all forms of securities are depressed' at present, owing to the money and credit situation. In conse? quence, the public appetite for specu? lation is far less keen than it was a few months ago. Both these issues are highly speculative. It may be that ?he present low prices have largely dis counted, the situation. We do not advise what, should be done in specula? tive issues. Quite naturally neither is an investment stock. The notes in both cases appear to be. amplv secured and we regard them as very fair short term investments. The Miller Rubber Company has reported large earnings for the last three years, the year 1919 being the largest in its history. The 8 per cent preferred stock "apparently is entitled to a very fair rating at present. The offering of Goodyear common and preferred stock is a combination of a good in? vestment (the preferred) and a specu? lative issue (the common). The latter : is sensitivo to earning power. We re? parti it as a very fair business man's : security. Four full columna of in? vestment questions and an? swers are published in The Tribune every Sunday. * NEW YORK CITY ?-IALL?Completed rSl2 Few men o{ the time were so closely identified with civic and national affairs as were the public-spirited citizens who founded the Rank of the Manhattan Company and the Merchants' Bank (now consolidated with the flank of the Manhattan Company). No less than four of them served as Mayor of New York their combined term?; covering twenty-six year-. Richard Varick was Mayor from 178g to 1801 and in 180;, became founder and later President of the Merchants' Hank. Marinus Willett, one o<' the earliest stockholders in the Hank of the Manhattan Company and later a founder of the Merchants' Bank, was Mayor in 1807-180$. * Jacob Radcliffe a Merchants' Bank stockholder, was elected Mayor in 1810-1S11, and was re-elected in 1815-1818. v DeWitt Clinton, one of the founders of the Bank of the Manhattan Company, was first elected Mayor in 1803, served continuously until 1807; then again from 1808 to 1810; and still again continuously from 1811 to 181c. * During his last term ot office the City Hall was completed.
