Believes Collapse Of Interest Kates Would Be Menace A collapse of interest: rates which would encourage the permanent main? tenance of the f-reat body of bank loans now outstanding is undesirable foi* many reasons, according; to George E. Roberts, rice-president of the Na? tional City Hank, who discusses the future of interest rates nt some length in the Acceptance Bulletin of the American Acceptance Council. "The policy of the Federal Reserve authorities," the banker declares, "may be expected to adhere persist? ently to the purpose of deflating the reserve banks and bringing their con? dition down to what it would be in view of theif responsibilities as the custodians of the final reserves of the country. That would mean with re Serves fluctuating normally around 75 per cent. The rates probably will ho reduced before that position is reached, but the Reserve banks are likely to fol? low the member banks in reductions rather than lead them. They will want the member banks to get on their own ; footing. "As liquidation proceeds the hanks which are not redisCounting, of whom there are many, will be first to compete' for open market business, ami as rates deel ne the houses which have been accustomed to find supplies lit the gen? eral market will resort to it and pay down their borrowings with their own hanks, which will stimulate the latter ti gel out of the Reserve banks, thus lowering the whole volume of bank lor ii:. "At this point we shall see the final effects of the policy of lowering the reserve requirements. Un? doubtedly we are going to run with lower reserves than in the years lie? fere the war. The law ha** been changed to permit it. and we have be? come accustomed to re y upon the Re si rve banks.
