In the World of Shipping At a time when there is practically ; no market for cargo vessels, pressure ! is being brought to bear upon the Ship ? ping Board to dispose of its tonnage at J rates far below the cost of construc? tion. A member of the board has urged the fixing of a price of $67.50 per ? deadweight ton, but it is evident that | there is no disposition on the part off I a majority of the board to accept the ' suggestion of a rate about $100 a ton ': below the present fixed range of prices j for the government's holdings. j Even as gift?, ships without the pros? pect of cargoes to cany are not an attractive proposition, because of the ; cost of upkeep. Cood judges of the \ situation do not believe that more than a comparatively small proportion of j the government's holdings could be j ?disposed of at the cut rates suggested.; 1 Tile prospect, therefore, is that irre- ' spective of price the government will , ?ave a hard time getting out of the shipping business. What concerns ship owners more than , the question of price, is the likelihood ' | of an indefinite competition with the j vessels owned by the Shipping Board.; i'o purchase vessels with no assurance; that the board will not continue to , !? irate its Tonnage on the very routes ? on which the purchased vessels are to be placed, independent American ship owners point out, would lead to a, surplus of tonnage on these route?, with a distribution of cargo that would be both uneconomic and unprofitable. This prospect, they point out, will be a ? , potent factor in limiting the sales of . government vessels, no matter what j price is placed on them. Benson Opposes Drastic Cut It is recognized by the Shipping I Beard that a sharp reduction must be , '? made in the price of its tonnage, but i \dmirnl Benson, chairman of the board, ' has announced that the ships wiil not be sold at "ridiculous prices." It is : also pointed out that even under the j present; status of foreign exchange vea- ' sals offered in this market by European i owners have in most instances been at $75 per ton and over, and that the low nrice of ?6? was for a single vessel. ; on which the installments paid had been forfeited by those who ordered its construction. Ameiican shipyards ccn not build cargo vessels at figures any ?where near the $67.50 figure, costs I amounting to about double that sum ' per ton. How the board's huge supply of : cargo carriers is affecting construction J for private account is strikingly shown ? by the shipbuilding returns of Lloyds Register, showing conditions through- ? out the world at th"? beginning of tin' year. During the last quarter of 1920 the total of vessels under construction ' in the United States decreased nearly half a million gross tons, but in the j same period tho tankers building in this country showed an increase of nearly 100.000 tons. The bulk of the decline in world shipbuilding, therefore, is due to the fulling off in the demand for cargo steamers, for oth-.*r countries than the United States and.the United Kingdom are building about 100,000 tons more of tankers than three months ago. Further signilicnnce. is lent to tho situation by the fact that the Shipping Board shows no intention to sel! any of its steel tanker tonnaee. and ship? owners are ordering tankers built rather than take the chances of secur? ing those owned by the board. With only about 75,000 gross tons of motor ships building in the United States, out of a world total of about half a million tons, th-* backwardness of this country in balancing its trade fleet with a fair proportion of internal combustion engined vessels is again emphasized. Great Britain is reported to be building doable the amount under way here and other countries are con? structing about 300,000 gross tons. Many Lines Interested The deel ne in American shipbuild? ing is a serious problem, not only for the shipbuilders, but for many other representatives of American industry. The things that go ito the making of a I ?hip furnish employment for many ! lines of production, from the manu? facturers of steel down to the makers I of cooking utensils. In this connection ! Marine Engineering is authority for' the statement that whereas shipbuild ing in 1914 ranked as the fifty-eighth of American industries in the value of its product on, it had risen last year to j the fifteenth, outranking such indus- ? tries as leather, furniture, chemicals, paper and wood pulp, agricultural im? plements; sugar and silk. In 1914 the ' total value of the production of iron i and steel industries was $.1,223,000,000, j of which shipbuilding represented less j than 3 per cent. The present estimated ; annual valu? of iron and steel prod- j ucts is $6.500,000,000, of which shin- ; building represents approximately 15 j per cent. It is pointed out that by July 1, 1921,; the American merchant marine will aggregate about. 19,000,000 gross tons. | Putting the average life of a ship at i twenty years, it is stated, there will ' be required annually for the upkeep of our'inerchant fleet only 5 per cent of this tonnage, or about 0R0.000 gror;s ; tons. The actual replacements, how- j ever, should be much larger, as a large part of the present merchant marine is composed of wooden ships.
