Upturn in Cotton On Crop Reports After Early Quiet Southern Buying Attributed to Unfavorable Weather Follows Dull Opening; Covering on Late Rally The cotton market showed little activity or feature yesterday until after midday, when an upturn com? menced which culminated in a sharp advance near tho close, sending Oc? tober up to 12.90c, December to J3.28c and January to 13.27c, or practically 25 to SO points above the low levels reached in the first hour and 7 to 2t points over tho previous close, the market leaving oft* steady at prac? tically best figures of the day. New Orleans buying on a rather liberal scale, which was attributed by the trad? her?* to an accumulation of unfavorable crop advices from tho belt, was chiefly responsible for the late upturn which pro i moted a good deal of covering among room traders, many of whom had gone short because of the fact that tho market gave so little heed to the earlier bull now?. This Included the lowered English bank rate, moderate trado buying, further show? ery weather In the belt, and a much bet? ter textile position. Highest in History Improvement Brought About by Increase in Gold and Reduction in Borrowings of Member Institutions The ratio of total reserves to com? bined deposit and Federal Reserve note liabilities of the country's twelve Reserve banks at the close of business on July 20 was the highest since the establishment of .the present banking system. It stood at 62.5 per cent, com? pared with 61.6 per cent the preceding week and 44.4 per cent for the cor? responding week a year ago. The im? provement was also reflected in a jump to 80.fi per cent of the ratio of gold reserves to Federal Reserve notes in circulation, after setting aside 35 per cent against deposit liabilities. A week ago thin percentage was 78.9 per cent and a year ago 49.5 per cent. Last week's improvement wan brought about both by an increase in gold re? serves and a reduction in the borrow? ings of the member banks. The in? crease in gold reserves amounted to $15,554,000, bringing the total up to $2,508,298,000:. Bills discounted at the end of the week stood at $1,710,056,000, a decrease of $19,059,000. The largest decline was in loans secured by U. S. government obligations, the decrease in that item amounting to $9,005,000. There was also a striking improve? ment in the reserve position of the New York Reserve Bank, the ratio at the close of the week being 70 per cent, compared with 68.7 per cent the previous week and 40.2 per cent a year ago. On only one occasion before, June 29, hsB the local bank's ratio of total reserves to deposit and Federal Reserve note liabilities stood at such a high figure. The present high ratio, in the opinion of bankers, is sufficient proof that Wednesday's reduction in the rediscount rate to 5H per cent was amply justified.
