Real Estate News Construction Market More Conservative Small Reserve Stocks Cause Material Manufacturers To Be More Careful in Taking Future Orders Conditions Jn certain sections of tho Eastern construction industry have so noticeably improved of lato that dan jera ?rising from possible overexten sion aro beginning to be sensed in some of tho trades, ?cording to tho current "Dow Service Daily Building Reports." Pell-mell order taking, without es? pecial regard to prices or delivery conditions, is rapidly giving place to moro conservativo salesmanship, ns some of the idle plant capacity has been safeguarded by enough new busi? ness to insure at least part time oper? ation until the building movement de? mands more out-turn of material and equipment. There are some basic building com? modities where plant operation, on the other hand, is approaching maximum, as in tho case of cement. In the com? mon brick industry in New England, New Jersey and New York demand is so great that "manufacturers aro up to hot brick," an expression meaning thero Is no shed reserve that market demand is actually calling for brick right out of the kiln. Using Up Reserve Stock The possible menace of such a con? dition lies in the fact that with neither the dealers nor the manufacturers hav? ing building material stocks in reserve j tho conditions of supply hero this ! winter will bo as inelastic as they were j early in 1920 when railroad strikes and ! overcongestion on tho railroads and | highways brought about such a con? dition of stressed delivery with prices j commensurate thereto. Where architects and general con? tractors have found it difficult to in? duce old established, conservativo firms ! to competo with more venturesome j competitors on price and delivery promises, it has been duo to tho grow? ing consciousness of winter manufac? turing, contracting and transportation conditions at a time when the current quotations set a mark so low as to leave no margin to cover winter emer? gencies, such as losses incidental to possible strikes arising from wage ad? justments, snow blockades, coal short? age at mill centers, etc. It is becoming generally recognized in the New York construction industry that price alone, at the present time, at least, does not represent, the sum total of benefit to the investing owner I coincident with conditions of building material supply and present and poten? tial demand. Deliveries, for example, are just being made on certain build? ing materials brought solely on a price competitive basis before the 1920 win? ter and spring building material stam? pede started, although the same kind of material bought later under tho premium system, when builders were counter-bidding against each other for deliveries, have long since been set into buildings which have been produc? ing returns on investments as com? pleted projects for almost a year. The recent change upward in some basic building commodity prico levels eloquently proclaims the fact that con? ditions are not considered right by both manufacurers and dealers to per? mit themselves to bo stampeded into the winter construction era on m.-vrgins so near to cost as to allow no factor of safety in case of a protracted wage dispute, rail congestion or fuel short? age necessitating extra long carrying i costs for piled-up inventory pending resumption of building operations. Outlook in Construction There is reason to believe that es \ a whole the forthcoming winter is toi be an active one in basic building con? struction. Thero is not as bright an outlook for some of tho finishing trades between now and the first of the year owing to the fact that actual construe- j tion work made such a late start. The j finishing trades, however, may look for! a rush period from December to early I spring, when the tax exemption lawj applying to new habitation building \ construction, as it now exists, expires. | Owners will be desirous of having their structures completed to avail selves of the benefits the law will afford them.
