Prices Rally After Early Selling Move CoTcriuiS! for Ovov Holiday Ts Factor in Recovery; Pros? pect for To-day Is Another Dull Session on Exchange As an Interpreter of economic, even?s in prospect, the New York Stock Ex? change "was Inarticulate ycsterdny. T"_ero "was further speculative selling ?aarly In the session by professional tra-jers bent on profiting by quick turns mado on the decline, but later those Trho had been selling short since Wednesday bej-an to diminish their activities at the approach of tho Christ? mas holidays. Toward the close the ?ledlne was checked, and despite con? tinued irreguhuity the undertone was firm as some shorts took profits by ?-?overlng and relieved themselves of a market position until next Tuesday. On the basis of tho gray dullness which prevailed 1r. the various markets yesterday, the prospects for "rading to-day are none too bright. Barring unforeseen news developments of a financial bearing, one can expect cur? tailed operations t?-day and a small attendance even among active members ???the exchange. There was a petition to close the exchange and make a three-day holiday, but the governors decided to keep open to-day and next Saturday. One factor governing this determination was the unusually small number of petitioners for the extra holiday. As far as next Saturday is concerned, there is so much account? ing work to be done at the close of the year that even if the big board closed for the day brokerage offices would have to be open to perform their bookkeeping operations. As a result of the upturn yesterday ;-fternoon most of the losses sustained earlier in the day were effaced, yet there was still slightly more recessions than gains. The average price of twenty rails declined from 63.35 to '??>.'_Q, and that of thirty industrials from 74 to 73.80. In the other markets there were similar evidences of speculative inertia. The foreign exchanges again drifted slightly lower, reacting from their ?rains earlier in the month. Cotton ?rices advanced 19 to 38 points, and wheat prices were He to l*%c higher. -*? Money and Credit Opening and renewing at f>*j per cent, call money yesterday worked to lower levels, contrary to what might have been expected preceding the holi day. Demand slackened during the ?lay and at the close there was a plenti? ful supply available on the Stock Ex ? hange at 5 per cent and over the counter at 41-. per cent. Transactions in time money were at a standstill, rates being virtually nominal. Yester- Year day ago. Before the clooo of the session the rate on the New York ?Stock Exchange had declined to 5 per cent and in tho outside market difficulty wan experienced in placing funds ot 4% per cent. The decline in tho rate was attributed not so much to tho at? traction of supplies to this center by the recent adherence to around a 6 per cent level as to the absence of demand, unusual preceding a three-day interval. This last condition, in turn, was ex? plained by the filling of requirements early in the day in anticipation of later stiffening. Peruvian Financing Reorganization of Peruvian finances in preparation for the offering in this market of the first installment of the projected $50,000,000 loan is proceed? ing smoothly, hankers in charge of the operation report. The situation is re? plete with difficulties; but these are gradually being overcome, and the probability is now foreseen that flota? tion of $10,000,000 to $15,000,000 Peru? vian bonds will find a place on the schedule early in the new year. A Tiredi Lot Executives, office workers and sales? men of investment houses that have played the moro active part in the preparation and distribution of the week's new issues, aggregating in ex? cess of $125,000,000, were in a state of semi-exhaustion yesterday. The holi? day on Monday will be welcomed fol? lowing a steady drive of working day and night and it is probable that inany of the bond men will anticipate it by taking to-day off also. Cables received yesterday reported the passage by one house o,f tly: Dutch Parliament of the measure authorizing the sale in the United States of a $100,000,000 Netherlands East Indian government loan. Bankers expect that the bill will be approved by the other house next week and that the prospec? tive borrowers vill then be ready to talk terms. The business has already been fairly well lined up, the outlook being for an initial offering of $25, 000,000 after January 1, but the details remain to be determined. United Fruit Head to Stay Reports that Andrew W. Preston is I contemplating retiring as president of the United Fruit Company are without foundation, recording to William New | some, vice-president. ''Any statement," he added, "questioning the company's j position, financial or otherwise, is i ridiculous and not borne out by the j facts. Mr. Preston has behind him, and I always has had, the wholehearted and loyal support of every executive and ! department head of the organization. The business policies laid down under Mr. Preston's aggressive leadership and which have resulted in United Fruit's growth and present prosperity will be continued by him and carried through loyally and faithfully by the organization under him." The St. Paul Issues Some houses are now taking the'posi tion that the Chicago, Milwaukee & St. Paul issues arc cheap at current quotations. They point out that much of the recent bearish propaganda about the company really had no foundation and that no receivership is likely. The road has been earning* its fixed charges since August. President Byram was | quoted in Chicago dispatches yester? day as saying: "There is no occasion ! for uneasiness regarding our obliga I tions. The company has plenty of cash j on hand to meet them when due. Re ; ports to the contrary emanate from I.irresponsible sources and arc wholly ! untrue." Chicago & Northwestern The selling in Chicago & Northwest? ern yesterday had the ?Street guessing, j in view of the fact that it was only i a short time afro that the regular semi- ] annual dividend of 3 per cent was de? clared on the common stock. The stock ; responded then with an advance to ? 67%, contrasted with yesterday's low | of 60%, which was only a small frac- i tion above the low of the year. While Northwestern reported a deficit, of $13,- ' 000.000 after dividend.-, during the first I ; half of the year, net earnings since [ July through October have covered j dividend requirements. November will | undoubtedly be a poor month. Oil Agreement Reported Extended The agreement between the Amcri- | can oil companies with producing in? terests in Mexico and the Obregon ad- | ministration has been extended until ! January 25, according to a statement ! made yesterday by an authority thor oughly conversant with the facts. The ! situation has been in doubt since the publication here of a denial of the ex? tension attributed to President Obre? gon. The oil men, who have been loath to talk about the agreement at any time, have naturally been unwilling to take issue with a statement credited to him.
