WASHINGTON', Oct.. 7.- The middle
Western section of the country is de?
manding imm?diat?? enactment of the
?hipping bill, President Harding was
told to-day by Malcolm Stewart, of
the Cincinnati Chamber of Commerce j
and chairman of the Middle West j
Merchant Marine Committee.
Mr. Stewart has just completed two ]
?extensive tours of Missouri, Kansas,
Indiana, Illinois, Wisconsin and Min- j
nee-ota, and he told the President he
found a steadily growiag sentiment in
**avor of quiitk passage of legislation

?and it was a pretty fair cross-section
of the middle West- are eager to have
Congress act on the shipping bill," Mr.
Stewart said. "They are anxious to
have all legislative business cleaned
up before March 4 so that-it wilt not
be necessary to call an extra session
of the new Congress. They hope the
President will call this Congress to?
gether early in November f**sk_jill the
pending measures may be disposed of
at well as the appropriation bills.
Say Delay Is Fatal
"They feel that if Congress does not
begin work before the short session
in December that there will not be
time for the legislation to be passed.
They feel that the shipping bill is
most urgent; that if it can be put on
the statute bovka before March 4 the
United States will have a chance to
gain a fair share of the world's trade
and carry as much of our own com?
merce as we are entitled to have. If
' action on the shipping bill goes over,
?we of the middle West believe that
the United States will have lost its
chance to put its flag back o . the seas.
We want an American manned mer?
chant marine, adequate in peace or in
war. We want Americans to carry our
goods abroad and we believe American
ships will be better drummers for our
??foreign trade than any foreigner could
be and we think tht time to start is
now."
Mr. Stewart read to President Hard?
ing telegrams he had just received
from associates on the Middle West
Merchant Marine Committee. One
from George A. Williams, president of
the Williams Sealing Corporation, of
Decntur, 111., says:
"Please urge President Harding to
use all possible influence to hasten
passage of merchant marine bill. I
speak for the Mississippi Valley Asso?
ciation, for the Decautur Association
of Commerce and for th?; Decatur City
Club."
Another, from IT. F. Oleson, of the
Red Star Milling Company, of Wichita,
Kan., says: "In pleading for mercantile
marine legislation, please urge Presi?
dent Harding to use his influence to
hasten quick action. Such legislation
should not be delayed further."

other cities and towns of the Middle
West are co-operating with the. com?
mittee.
Matthew Hale, president of the South
Atlantic States Association, told Presi?
dent Harding that it was entirely er?
roneous to suppose that the South is
solidly opposed to the ship subsidy
bill. Most, of the clear thinking busi?
ness men of the South. Mr. Hale said,
realize that the prosperity of that sec?
tion of the country depends on the de?
velopment of the Southern ports. This
development is amply provided by the
shipping bill and ample protection is
afforded existent trade routes. As a
result, the business men of the South
are becoming more and more unwilling
to sacrifice their material welfare and
the future of their homo cities in order
to carry "out a political prejudice which
baa outlived its usefulness.

Bernard A. Flood, a detective at?
tached to the District Attorney's of?
fice, who held the rank of major in
the expeditionary forces and was chief
inspector of the division of criminal
investigation in France, received the
Distinguished Service Medal at the
hands of General Pershing* yesterday
at the Waldorf-Astoria Hotel. It is
the eighth decoration he has received
for his war service. The citation reads:
'Bernard A. Flood, major, Military
Police Corps, while serving with the
provost marshal general, A. E. F., as a
captain.
"For exceptionally meritorious and
distinguished services. As chief in?

vestigation on the staff of the provost
marshal general, A. E. F., he organized,

Said To Be Price Involved
J.? H. Pardee, of 43 Exchange Place,
announced yesterday that a syndicate
had been formed for the purchase of
the Richmond Light & Railroad Co.,
and that the deal probably would be
closed this week. Mr. Pardee is head
of the syndicate. The price is said
to be f 15,000,000.
The company has been In the honda
of a receiver for two years. It operates
twenty-nine miles of trolley lines on
Staten Island and has a monopoly of
the commercial lighting and power
business there. Its main plant is on
Richmond Terrace, West New Brighton.
There is a smaller one at Grassmere.
Four trolley lines are operated by
tho company. One connects South
Begeh nnd Mariners Harbor. The Bulls
head line runs from Port Richmond
to Granitevillc. The Castleton Avenue
line runs from the municipal ferry at
St. George through tho interior of tho
island. The South Beach line con?
nects South and Midland beaches.
Two years ago, when the Mayor and
the Board of Estimate refused to allow
the company to increase its fare to
eight cents, it applied for a receiver,
?nd since then has been operated by
John Kuhn as receiver. The receiver
succeoded in getting th? eight-cent?, fare
by applying to Judge Chatfleld, of the
United StateB District Court, and since
then the trolley lin?a are said to have
been profitable. The power and light
business of the company, it is said,
long has been a paying proposition.
Until the controversy over fares
arose with the Mayor, the company
operated the line of the Midland Rail?
road Company. It discontinued service
in December, 1920, and ' for many
months the city has been operating
one-man trolley cars on this line. Un?
der city management tho line is said
to show a deficit.

WASHINGTON, Oct. 7.?The great
Leviathan, when it goes into service,
will carry United States sea post. Ar?
rangements are'being made by the Post
Office Department lor the remodeling
of tho rooms formerly devoted to Ger?
man sea post. Foreign mails will be
received on the Leviathan when It is
put in commission and postal clerks
will separate it for shipment from
tho ports at which the liner docks.
At the New York terminus mails
will be loaded onto the mail boat at
quarantine. From the mail boat inland
mail will be transferred directly to
railway mail cars waiting at the dock
and immediately dispatched to its des?
tination.
Nine American vessels operating in
trans-Atlantic service, besides service
to Porto Rico and to the Canal Zone,
have United States sea post. At present
ell employees are Americans, but it is
hoped that co-operative sea post can
be arranged so that American, British,
French and German postal clerks can
handle the foreign mails jointly.

Grover A. Whalen, Commissioner of
Plant and Structures, took issue yester?
day with George McAneny, chairman of
the Transit commission, in regard to
the latter's statement that the Board
of Estimate had ample power to meet
the present situation with respect to
bus lines. Chairman McAneny had
pointed out that tho board oould issuo
franchises to reputable bus owners and
operators, and that the Tran_it Com?
mission would stand ready to grant
certificates of convenience and neces?
sity, and thus tho whole proceeding and
remedy would be in compliance with
the law.
Commissioner Whalen does not say
that the board has not tho p-owwr to
grnnt franchises, but declarea that they
should not do it as a matter of public
policy. He further says that the im?
pression that Mr. McAneny attempted
to convey that a franchise could be
granted forthwith is in error, as it
would take two or three months to com?
ply with the provisions of the city
charter in that respect.
The commisloher says that Chairman
McAneny is probably speaking for Gov?
ernor Miller when he eays that there
is no need either for further legislation
to permit the city to purchase and
operate busses, or for further appeals
to the courts.
Fears Highway Monopoly
"Mr. MeAneny's statement summed
up in very simple language means
this," said Commissioner Whalen, "that
Governor Miller's Transit Commission
is not in favor of municipal ownership
and operation, but is in favor of con?
tinuing the vicious practice of granting
to private individuals ?rid corporations
monopolies of public highways. The
people of the City of New York are
to-day suffering from the granting of
franchises to private corporations. Th-;
Board of Estsmate has very properly
refused to grant bus franchises, hold?
ing that this valuable source of reve?
nue should at all times be retained for
the health, comfort, convenience and
profit of the people. No matter how
favorable to the city might bo the
provisions of a franchise as drawn, ex?
perience has shown that when the city
endeavors to enforce the terms, the
courts by some strange process of rea?
soning have taken a view adverse to
tho city's interesta.
"The municipality should not per?
mit Itself through the Board of Esti?
mate to further entangle the transit
situation by making indiscriminate
grants of bus franchises. No public
body such, as the Transit Commission
should advocate the granting of fmi?her
franchises In the City of New York.
Even if the Board of Estimate were
agreeable to granting bus franchises,
which it Is not, the impression at?
