The Racing Board of the League of Ameri can Wheelmen continued their adjourned ses sion of Saturday night at the Grand Union Hotol yesterday. Considerable business was transacted, including many important changes in the racing rules. Their session was n pro tracted one. The many changes in rules and suggestions made toy their consideration con sumed considerable ot their time. In addition to the presence of H. E. Ilarmond, George Col lator. H. Crowther. W. Watts, L. Miller, and H. Tborno ot the Racing Board, the Executivo Committee of the league, consisting of Presi dent Burdette and Vlco-Presldents Bheridan and Brown, wore also In attendance. The now Board remedied many flagrant In accuracies in the rules which have existed for years. In future the leacno will acaept and pass upon all records, whether made upon the board floor or upon outdoor tracks. This change was mado In consequence of tho popu larity of Indoor racing. A change which will somewhat affoct raae-meet managers Is the creation ot a rule compelling the league clubs to apply to tho Uaclng Board for dates for the tournaments. The en forcement of this rule will work much Kood. Of lale years several big. tournaments avo clashed In dates. This evil will now be done away with. There was a vast difference of opinion among the members of the Board upon tho advisability of appointing ofUolai referees for raco meets. So divided was tho opinion upon the subject that It was decided to leave it to the option of the various division officials. Should a division try the experi ment it Is compulsory that all tournaments In the said division must ho refereod hy the offi cial referee. The privilege of appointing two referees In a division is allowed. ' The dissatisfaction which arose overthe de cision of G. F. Hatthewsnn in thv bicycle raoe 8t a recent athletlo meeting at the Madison quare Oarden was Instrumental In having n nawrul formed. In the future at overy bicy cle race meet the referee must he a wheel man, whoso deolslon must ho final. The power of the refereo at any bicycle meet here tofore has nevur heun dlsnutod, bo that this rule, while possibly Intended to remedy the evil of h repetition of the Benslnaer-Matthew-son decision, has no direct bearing upon ath letic cluh men other than to prohibit tholr ofllciating in tho position of referee at a bicy cle nieot. The new Racing llnnrd wisely decided to abolish tho "hands-off" race. This was an dveutnf no importance and will not lip miss ed. With the abolishment of the hands-off contest u new championship event was cro ated. viz.. a two-mile safoty. There has been a strong feeling among ranlng men for some tlm tlint a two-mile safety event should Im plnerdonthollstof championship evenlf. In order to assist race-meet promoters raolng men will not be allowed to start in any race In future without paying their ontranco foes In advance. Thero was considerable discussion over I ho advisability of changing the dates for the national championship races. Considerable strength van brought to bear to have thesm rapes istponed until the fall, but it was de cided that they be run at Washington in July. It was suggested, that the President appoint a committee of three to arrange for a big meet to be i,eld In Chleagoln IBffiJ, in connec tion with the World's Fair. A WIDE DIWEBBXCE JT2V OPINIO. The JPo$t to-day has tho following baseball story; It will be news of a startling nature to the baseball world that the new big twelve-club league Is governed and controlled by a com bination, that four tote absolutely carries the day In a". It present actions, that the four old est League clubs are helplessly under the f oet ot tho Amorlean Association element, and are liable to remain there. The formation of this combination took place In Indianapolis and othor Western cities be fore the recent consolidation was made, and was part of the agreement whereby Louis ville, 8t Louis, and tho Athletics were won ovor. The combination of oontrol comnrltes the clubs from BL Louts.. Cinolnnntl, Clove land, Louisville, llrooklrn. Washington, and Balti more. Tills combination totos as a whole on all Important questions ami also tn the elec tion of o Ulcers, and a caucus always controls the vote Four votos out ot the seven, it Is agreed, will govern tho other thrco inoauous, and so foar clubs by this agreement ornom pact can' control (andlnono.oasont least has nctually, controlled) the now le-nguo Icgslallon. The real big four aro: von Iyer Alir. l'help iwho roally ropresents I.ouinyllloi. llyrno, ami irutli. Tliero is n ring whln this ring, nl though this inttor disclosure will ln o surprlso to lloblnson, Ilarntc. nnd Yon Dor llorst. The existence of tills controlling rnlml and lis methods will, of course, be generally Uonlcd. bpcrtupeto Qcknowlodgn would bo to ovorthrowlt: but tliero Is no moro iiuostlon about its formation ami workings thnti thero Is about the oxletonco of tho consolidated lunguo. Buch a combine existed In thn American As sociation from nbmit 18,1 to 1800. It origi nated with Zneh l'helpi. who bolieved that three or four of the brulnlont men on the As sociation should pull together on all Important measures and control the organization. Ho picked out his men, approached them witli tho scheme, and evury ono agreed to It. Had one of the other tliroo obioctod to or repudiated the plan It would have fallen through. Last season Phelps, Von der Alio, nnd BohmelE acted ana unit In nearly every Important move mado by the Association, ana It was through this source that the consolida tion ot the two great baseball bodies was effected. When the National League appointed Boden. Brush, and Boblnson a secret committee to work the consolidation scheme It raado a mis take, forthe committee would novor lino ac complished what was afterward done, because Boden would have refused to have entered a secret combination even had ha boon asked. Ills presence on the committee would have prevented consideration of any overtures to Von der Ahe and others to come Into tho Lencue. boden, howovcr, could not give tip Ills tlmo to go West, nnd Byrno. byreuuestot Romo ot the Association people, was substi tuted. Von dor Alio had ronion to foar that the old League clubs had It in for him, nnd ns soon as tht-y got him nmongthem thoy would proceud toslton his body. "The Dutchman." therefore, was wary. Ho would only talk consolidation to Byrno on one lino ot agreement, viz.: that a secret combination should bo formed, of which he should be chief, which should con trol tlio new-formed league, especially as against tho four old Lnncuo clubs from Bo t'in. Chicago, New York, and Philadelphia. How well this plan was carried out. and how effective the combine is, can bo seen by what ban occurred since thn Indianapolis meeting. Tho argumont that the four American Asso ciation clubs, together with tho two ei-Association clubs (Cincinnati and Brooklyn), with tho Cleveland Cub ns a puppet, would abso lutely control the League, and thn once whale would actuullbe swallowed by the gudgeon, brought tit Louis, Louisville. Washington, and Baltimore around with a whirl Of course Wngner and Barn I o were n Washington unit, and that removed the Phllndolphla obstacle.
