Appointments to the Civil Engineer Corps of the navy are hereafter to bo mado through competitive examination, as the department Is overrun with applications for an existing vacancy, and believes this Is tho best means of securing good material. For a vacancy created by tho recent retirement of Engineer McCollum there are twenty-five can didates, and a competitive examination has been ordered to determine which one shall be ap pointed by tbo President. This examination la to be open to all candidates between 25 and 33 years of uge who can show that they have taken a course nt reputable scientific Institutions, and whoso moral character Is good. The scope of the examination covers all branches of civil engineering, besides thoso relating to dock con 8tructlon, building scwors, wharves, and sea walls. Tbo Granger and tho anthraclto coal stocks wero exceptionally strong, 8barp advances also took placo In Sugar Its fining, American Tobacco, and Western Union. The extent and rapidity of tbo Improvement nat urally Invited realizing sales and also some soil ing by the Inevitable reactionists. During the last halt of the day tho market felt tho effect of these operations. Destdes, a little importance was attached to tho probably futile opposition to the sugar schedule that developed in the Senate this afternoon. Notwithstanding the re actionary movement, the majority of the list closed higher than yesterday, with Jersey Cen tral, Delaware and Hudson, and Loulavlllo and Nashville scoring material net advances. The only noteworthy net decline was that of nearly 3 points in Day State Gas. The total trans actions were about 30 V cent, larger than yesterday, and the dealings were even better distributed. An Interesting increase, in the transactions in small amounts of stocks is to be noted. Present Indications are that tho shipments of specie on Saturday will bo limited to about S250.000, which will go forward as a special transaction.
