In behalf of the members of tho New York Reorganization Com mittee of tho Baltimore and Ohio Railroad, S. M. Fclton, President and recelvor of the Queen and Crescent route, will Inspect tho physical con dition of the company's property. He will bo accompanied by General Manager Greene, Chief Engineer Manning, General Superintendent Fitzgerald, and Assistant General Superintend ent Gibson. They left hero hero this afternoon on a special car. Mr. Felton's report will give the New York committee the views of an expert on the charaoter and value of the work which has been done. Such Information as this Is re garded as an Important part of the preliminary work which is necessary before tho larger un dertaking of getting the reorganization ln mo tion. The New York committee for whom this re port Is to be made Is composed of Gen. Louts Fitzgerald, President of the Mcrcantllo Trust Company of that city, who is Chairman ; Messrs. Eugene Delano, William Itced, Howland Davis, E. It. Bacon, August Belmont, and Henry Budge. Messrs. Fitzgerald, Delano, Heed, Da vis, and Bacon aro directors of the Baltimore and Ohio Ilallroad Company. The membership of the company represents, among others, the house of Speyer tz Co . Brown Bro. tc Co., Ver milye and Co., and Blake. Boissovaln H Co. It Is stated that J. P. Morgan & Co. are not represented on the committee. This firm, which has been tho chief agency In reorganizing many leading railroads. Is said to bo in close touch with the Baltimore committee, composed of Major Alexander Show. Chairman; Gen. John dill. T. Edward Hambleton. Jomcs L. McLane, C. Morton Stewart, and Joshua G. Harvey. Tbese fall due July I, and the proposed extension at the snmo rate for two years is ac cepted as meaning that no reorganization scheme will bo regarded as practicable of execu tion before that time. Hereafter buyers for tho retail stores of other cities will bo enabled to reach this city at re duced rates through an arrangement entered into between the Merchants' Association of New York, made up of the big wholesale firms, and the Joint Traffic Association. For several weeks negotiations looking to some such arrangement have been on foot, and yesterday the merchants rccoived word from tho railroad men that tho latter would accept their plan. Tho first excur sion will take place the latter port of July or tho first of August. Tho arrangement Is, ln substance, as follows: Any buyer for a reputable retail firm may upon application roccive ono of tho association cer tificates. He comes on to New York, presents his ccrtlthato to be vlsifd by tho Secretary of the association, and, upon his return, receives from tho railroad over which he has travelled a re bate of about 33 per cent. These excursions will cover a period of about forty days, one in winter and ono ln summer. All tho main rail roads east of tho Mississippi and north of Mason and Dixon's lino have entered Into this arrange ment, and It Is expected that the Western and Southern roads will soon coino In on the sams terms. Dutton, who was released from the Tombs on Friday, visited the Criminal Court building yesterday, and, passing the detectives' room, remarked that he had got out of prison all right and had got the best of the Detective Bureau. Detectivo Sergeant McNought. who overheard the rouiark. said: " If you've got out you're on ball, for they had a dead case ngalnst you." "I'm hero without ball,' answered Dutton; "no thanks to you." Assistant District Attorney Osborne, who hap pened along at that time, looked at Dutton and exclaimed: " How did that fellow get out. I thought he was ln the Tombs." It was learned that Dutton had been released from tho Tombs on Friday. The detectives at tached to tho District Attorney's olBce Immedi ately notified Cnpt. O'Brien. Half an hour later Mrs. MarccllICostigan.who had caused Button's arrest, appeared, she was cr ing. Going to the detectives' olllcc. she said : " I have just learned that Allen A. Dutton has been released. Alawver hns notified mo of this and insisted that 1 sign a petition asking that Dutton's brother Simeon bo pardoned and re leased from tho penitentiary. They are trying to bulldoze me." When District Attornnv Albott was asked about the matter, ho said that Dutton had been released becauso three assistant District At torneys believed there was not enough evidence to convict him. Allen A. Button was indicted on Dec 21 last with his brother, Simeon Dutton, both charged with the same offense, feloniously procuring Mrs. Costlgan's signature to a deed of real estate. The first argrrcsslre moTeincnt ln the stock market this week was made by operators who are ln favor, temporarily at least, of a moro pro nounced reaction in prices than took place at the end of last week. They met with moderate success for about an hour, because of the absence of tbe usual accumulation of buying orders over Sunday. They were assisted In their short lived campaign by fears that a large amount of gold might be exported to-morrow. As a matter of fact, the outward movement of specie to-morrow Is considerably below estimates formed by those best informed regarding the for eign exchange market, consisting of two consignments aggregating $1,350,000, of which $1,090,000 was taken from the Sub-Treasury to-day, and the remainder secured In the open market. There are reasons for be lieving thnt some of the shipments which it was expected would be made to-morrow have simply been deferred until later In the week. Tho com parative smallness of to-morrow's exports of specie, together with the publication of author itative statements that some progress has been made in devising a plan for refunding the high rate interest bonds of the Chicago and North western Company that maturo within the next few years, turned the course of prices. A littlo later another favorable development came to hand in the statement of tbe Kcw York Central Company for tho current quarter. In conse quence. Northwestern. Omaha common, and New York Central led a recovery, which, how ever, was limited to fractions, except ln the three stocks mentioned. The improvement was not general, for a num ber of stocks that have enjoyed decided ad vances of late, chief among them Sugar Re fining, Chicago Gas, Jersey Central, and Con solidated Gas. still showed a tendency to react. The market as a whole was narrower than It has been for many days past, there being a falling off In the volume of professional trading as well as In legitimate business. London was virtually out of the market on account of the jubilee festivities, and business there will be suspended entirely to-morrow. Trustworthy advices from London are that a revival of speculation there is looked for confidently as soon as the Jubilee Is ov er.
