For tho last four years John W. Krull has txxn condiictlnK ft cofTco and lunch stand for the roor In front of the Mariners' Templo at 4 Oliver street, Just out of Chatham square. As Is usual with such stands, meal tickets were old sometimes to people who wished to be charitable, but did not want to hIto money when they wcro asked to help provldo for a, meal. The stand was a charitable Institution far as It could bo, only the smallest margin 0Ttr the cost of tho food being charged for meals Notwithstanding this, for some time counterfeit food tickets have been In circula tion, a- d tho proprietor has been defrauded of several hundred dollars. A little while ogo Mr. Krull refused to redeem some tickets which he felt suro were counterfeit, and yostor inr morning ono of the Bowery patrons of tho stand came to him and garo up twenty or thirty ot tho bad tickets, saying that they were of no use to him any longer. One of the "yellow Journals" printed yester day afternoon a story which said that the fraud bad been a continued and systematic attempt to acquire portions of the Yanderbllt millions, falsely alleging that the stand was supported by contributions from persons of wealth. As a matter of fact, every cent of which the stand was cheated came out ot tha pocket of Mr. Krull. who, as he says. Is conducting Uiis mis sionary work merely "to do tho work of tho Lord In feeding hungry souls." lie Is the solo pro prietor of tho placo, and ho supports it by his own efforts, barring a tow small donations hlcb be has received at long intervals. Tho Mariners ' Temple is, of course, larsely supported by contributions from rich benefactors, but tho toffee stand has no connection with tho torn els at all, except that no rent Is charged for tho ui of the small space on which stands the lit Us frame structure by tho sldowalk. Mr Krull began to work at tho little stand en Nov. 4, 1603. and for tho past two years and a half he has been In full charge. Before he came the stand had been going for somo time, and tickets ware sold as at present. That, said Mr. Krull yesterday, was the reason why he did not fool suro at first that he was being cheated He didn't know at first but that the tickets he suspected were ot Issues sold before he came to the stand. Tho bad tickets have been of oil colors, pink, blue, red. and several other buos, and about a month ntro they got so evidently counterfeit that Krull decided to honor no more of them, and that broke up the Mr. Krall Is at his et.-ml seven days in tho week from 4 o'olock in the morning until even Injr. He never takes a vacation. When he was asked about tho counterfeits no said : "Upon my honest word, I know I have given food for thousands of tickets which were bad. I bare counted up a part ot It, and I was as tounded. Every cent of that has come out ot By pocket. I have no connection with tho arlners" Temple, and very few rich people buy tickets of me. I don't bclievo I have sold over 1 worth of tickets to such peoplo in threo months. You may not believe tho bIzo of the loss, but when you know that on an average about 600 peoplo come here every day. It will appear possible. I know Just how many tickets I lave sold, and there are very few out. Wo m are supported by no charity except our own A vork, and all tho loss must be ours. Senator Frye) replied last night to Senator Chandler's assertion that the 10 per cent, dlscrlralnntlngduty Inths Ding ley Tariff law was Inserted through a trick. Senator Frye says that Sonntor Chandler Is mis taken in somo of his facts, and that "certain ot his insinuations are not well founded." Sonator Frye says of his brother Senator: "He asserts that tho Amorlcan Steamship Company, assisted by an astute lawyer, under took to Induco the conference committee on the tariff bill to reform section 22, and, by In nuendo, connects that company with tho rail roads In tho procurement of tho law as It now stands. Ito says tho result was secured by an ' elaborate trick,' and that, of course, Intelligent men ltko these conferrees must have been cog nizant of it when tboy adopted It, "Now, tho Senator knows, personally and by repute, nil of the members of tno committee, and cannot in good conscience charge them with being Ignorant dupes or cunning contrlvlsta of elaborate tricks. "As to facts, there was n serious and long continued attempt to Induce tho Senate Finance Committee to adopt and report to tho Senate a, substitute for section 22, tho purposo being to have It In such shape that it would Ineffectual in event Congress should concludo to report to discriminating duties for the revival of our for eign carrying trade, as recommended by the Na tional Convention of Republicans and Indorsod by its candldato for the Presidency, without any further legislation other than tho abrogation of our commercial treaties. "This committee, met many times in Now York and In tho rooms ot the Sonato Committee on Commcrco divmsbcd the arlous proposi tions before them, but had not arrived nt any conclusion up to tho adjournment of tho extra sosslon. I was present at most of tho meetings. The projects considered wcro a bountv law, a revision for eftlcacy ot the postal subsidy law, a tonnage tax, the proceeds to ha appropriated to the marine, and discriminating duties. "There had been in all tariff laws for a great many yon re a proUsinn for a discriminating duty ot 10 per cent, additional on nil dutiable goods brought Into tho countrj In foreign ships, except from those countries with which we lind treaties, &c Of course, the law was a dend let ter, for we had commercial trestle with all civ ilized nations I think thlrtv-nino in nil. " Tho American fateamshlp Company had no moro connection with this moement than the Cramps' shipyard. Clyde's Company, Hydo's yard, Arthur Scwall s, or tho Lake Carrier' Association. As for tbo railroads. I nover beard one mentioned at one of tho meetings, In an) of the discussions, or before the Flnanro Commit tee. Ot how this amendment to section 22 was secured I know nothing, but that It was by a 'legislative trick,' in tho playing of which tho conferrees were participants with knowledge, I do not believe, nor do I believe that any Sena tor, other than Mr. Chandler, harbors for a mo ment such a suspicion," JfJt.
