Thawor veterans who are I to have tho preference under tho law are Al laire, Thompson, tho two Grants, Klrehnor, Dean, Oroo, Hmlth, and Chapman. Tho Commissioners themselves will rats the papers. Afterward they will rato tho men. Yesterday's test was for "merit" nndor the new law, and counts oven with tho fitness test, which Is to consist of tho men's police record, and possibly another examination of halt a dozen direct questions. Each will havo a chance to plead Ids own cause Ev cry candidate may ! put in a brief ns It were, giving his record as 1, he likes to dwell upon It. 1 It will all bo attended to without loss of time. Todty there aro twelve vacant sergeants' posts. Tomorrow thero is ant to bo more. 5oiuo of tho old sergeants will be weeded out. The giade Is the weak ono In the department, and tho attention of tho board is ilxod sharply upon It. A lot of men aro concerned merely about attilnlnp tho rank, where tho pay is good, becuuso then the- cannot bo rod u cod, as a roundsman can. Once there they lose nil ambi tion and grow lazy, Thero is a rod in pickle for these. I The fact that Ave Inspectors will likoly bo appointed, with an appropriation for the sal aries of four only, is oxplalned by the lame sav ing In the aicount eftcctid b having four Cap tains serve ns acting Inspectors tho whole year. According to a despntch from Madrid, tho new Minister of tho Colonics, SeflorMoret y Prendorgast, semi officially announces his Intention of granting to tho Island of Cuba tho sort of home rule ndt cr eated in the programmo of the Cuban Autono mists In 1880. This programme Is a very re stricted one. According to It tho Spanish Captain-General of the island would havo power to veto nil resolutions of tho local Assembly, That veto would bo final, no appeal from It being lawful. Tho Cnpialti-Gcnernl would hato. In addition, so ninny other extraordinary powers that tho enttro Government of Cuba would bo wholly In his hands. But even this flimsy scheme, framed shortly after tho last revolution, whon to utter oven tho word autonomy was considered a political of fence, Sefior Moret y Prendcrgast Is disposed to modify In a stM' moro conservative souse, Tho Minister makes fair promises "for tho tlmo when pcaco shall be established," and will try to whcodlo tho Insurgents into coming to terms by sending lo them nn envoy from tho Govern ment. Sefior Moret is very hopeful of receiving aid from some Cubans residing In Paris and some Autonomists in Havana with whom he has been In communication for soveral months. The Insurgents are emphasizing their decision cot to accept from Spain even such liberal au tonomy as Canada enjoys. The declarations of Gomez, Garcia, Botancourt, Hodrlguez, and Ducnsl, published by Tub Son last week, are fully indorsed by all insurgents in the province of Havana. Tho same sentiment prevails in the east, A report comes from Santa Clarn of an engage ment at ltocas Coloradns In that province in which the Spanish forces undor Major Pedro Anton and Lieut. Itnraon Fernandez fell Into a traD prepared for them by the Insurgents. The Spanish were going to attack a Cuban hospital whith was nenr that place but tho Cubans, learning of their Intention, removed their alek and wounded and tho women and children to a safer placo In the forests. Then a strong guard wns placed at the hospital and ambuscades wero prepared on cither side. When the Spnnlsn tongtinrd, composed of the guerrillas of Culluicle. led by Fernandez, ar rived at tho hospital, tho Cubans flrcdaslnglo shot, and thtn ran to tho forests In order to decoy the Spaniards to tho place of am bush. The trick atitccedcd, and a few-minutes later a terrible charge on both sides surprised the Spanish. Tne yell of the Cubans " al machete " and the suddenness of the attack frightened tho gucrrlllrros, who took to their heels. The Cubans made wholesalo slaughter in tho ranks of the panic-stricken Spaniards. Major Anton narrowly escaped, and wllh him some soldiers, who were followed by the insurgents to tho fort. In which they took refuge. Next morning Major A nton assassinated two paclQcos on tho outskirts of Santa Clara, anil reported a ictory over tho Insurgents. Col. Sptcial Cable Dtioatch to Tut Sen. London, Oct. 5. Sefior do la Camara, naval attach6 of tho Spanish Embassy In London, has been recalled. It Is believed that the action of the Madrid Government in recalling him was taken In consequence of his utterances in an in terview published on Sept. 24. In which he was reported as saying that while Spain had node sire to go to war with the United States, if forced into a conflict she would make a good show ing, considering the position of the United States In tho world. Ho further said that the United States, in his estimation, was not a very formid able sea power, many of tbo American vessels not being equal to the requirements of foreign warfare. Ho did not think that Spain had any definite plan of a naval campaign In tbo event of war, but if such existed it would be modified by any assistance rccchcd from another Euro pean pow cr. The belief is prevalent hero that the Spanish Government shares the general impression that Sefior de la Camara has talked too much. WETLER'S CLOWIXO REPORT.
