The plans ot tho Now York Zoological Society for the location of the Zoological Garden In the southern end of tho Dronx Park were approved by tho Park Commissioners at their meeting yesterday. John Iottogian, 10 years old, of 237 East Forty-fourth street, who for Bcveral years had sold papers about tho station, was at A'ander bllt avenue and Forty-fourth street at dusk yesterday when a truck laden with ten tons of girders swung into the avenue. The girders projected behind the rear wheels of the truck, and Daniel Murphy, the driver, swung his four horses around so far as they entered the acnuo that the leaders went past tho entrance to tho Bortlug ground. Murphy Btopped tho horses and backed them. As they hacked up lottogian ond another boy Jumped on tho pro jecting girders, nnd straddling them, prepared to ride until they wero discovered. Murphy dually brought his horses around and started through a gate. Ho had to turn them a littlo insldo tlio gute, nud tho girders swung around so Hint Lottoginn was crushed against a pillar. Col. Waring asked the Board of Esti mate and Apportionment for $18,000 to erect n plant for the flnal disposition ot street and house refuse. The reducing plant was to be erected on Biker's Island and the residue was to be used to All In land around the island. The plan involved the payment of a royalty of about $18 a day to the inventor of the system to bo used. Comptroller Fitch opposed It on this ground. Mayor Strong said that he could not approve it, as he considered it unwise to do anything to hamper the Incoming administration. Tbe new Street Cleaning Commissioner, ho said, might find no uso for the scheme and plant, and the tnxnnjcrs would lie burdened unnoressnrily. The Comptroller recalled the fact that Col. A., at Fort Sheridan for "con duct prejudicial to the good of the service." tn his treatment of Private Hammond while Ham mond was a prisoner. It is admitted that he ordered that Hammond bo draggod by the heels to the guardhouse and that be prodded tho prisoner with his sword. This conduct. It Is contended, was justifiable. Col. Park Policeman Edward O'Loughlln was ar rested yesterday on a charge of abducting his nleco, Llzette Georgt, a 14-year-old girl of Nynck. Rockland county, and was arraigned In the Yorkvllle Court, where ho gave $1,000 bail to appear in Nynck when tho hearing is fixed. Tho warrant ot arrest was issued by Justice of tho Peaco William II. Christie of Nyack on information furnished by Nathan Davis, the girl's stepfather, no complained to the Over seer of tho Poor that tho girl was liable to be coino a charge on the town and that O'Lough lln was responsible for her condition. lie added that the Park policeman was in tho habit of visiting his house before the death of his wife, tho policeman's sister, six weeks ago.
