The itock market was lifeless the icroatorpart ot tho day, a condition that, as usual, encour aged selling by professional operators, which was effective In somo stocks to tho extent ot halt a point. Speculation was apparently hold in check by foirs that preparations for pnyinc 88,600,000 into the Treasury noxt Monday on account ot the purchaso ot the Union Pa cltlo Railway by the Iteorganiiatlon Com mutes might cnuso a sufficient degreo of activity in tho money markot to dislodge weakly margined stocks. When it beenmo ap parent, in the early afternoon, that abnormal rates for monoy wera imnrobable tho short in terest betrayed alnrm, and as the supply of stocks in sight was Insignificant, modorato pur chases to closo short contracts Imparted a vory Arm tono to the market. In tho last hour of business commission houses came Into the market as buyers. Their clients tvero evidently Influenced hy tho condition ot tho money market, the furth'r dcclino in the for eign exchange and poisihly by the usual an nouncement by the representatives of tho rail roads in tho Joint Traffic Association that more effecttvo measures than wera over heforo adopted bad been taken to secure a mainte nance of rates. Without doubt' the, most Important circum stance affecting speculation was tho compara tive ease of the monoy market The possibility of a sharp flurry in money this week has gov erned both Investment and speculative opera tions. That possibility Is no longer a menace, for the Government will bogin to-morrow to pay out nearly $30,000,000 to t e holders of its ma turlntr currency bonds. According to Washing ton a'dvlces about 10.000,000 of those bonds have already been presented for payment. That amount will therefore be returned to circula tion, chiefly In this city, enrly next week. On the other hand, the Union Paclrlo Reorccanlza tloi Committee will havo to pay to the Govern ment on Monday over eight and a naif million dollars on account of tho Union Pacific Rail way purchase. Nearly half of that amount will, however, bo deposited In the Clear ing House banks of this city to the credit of tho Government, and will be at once available for the purposes of business. The mannor In which the Union Pacific matter has been financed redounds to the credit both of the Treasury Department, the Reorganization Committee and Its allies among the officers of the Clearing Rouso banks. In addition to the unusual disbursements that the Government will begin to make to-morrow, corporation, municipal, and other payments on account ot interest and dividends will ba made on Jan. 3, or soon thereafter, aggre gating many millions of dollars. Preparations for theso payments may keep the call money market upon a 3 to 4 V cent, bills for ton days to come, but after that the amount of money seeking Investment or tomoorary employment Is certain to have an effect. Moreover, tho weakness In oxchnngo precludes a stringent money markot hero, although European money markets are very Arm at comparatively high rates, and European bankers are doing every thing in tbolr power to provent shipments ot specie to this country. Owing to the sharp rally In prices in the last hour the dealings in stocks were moro extenslvo than yesterday or tho day before, Tbo transac tions showed a diversity of Interest. Manhat tan Railway led the list in respect to activity at a net advance of 2 points. Metropolitan Rail way, on about tho usual volume of transactions, closed 2's V cent, higher than yesterday, whllo Third Avcnuo Railroad vraa favorably affected by local transportation developments to the ex tent ot 0 points. Sugar Refining was exception ally strong, and tho same remark applies to Peo ple's Oat, Hrooklyn Rapid Transit, and Jersey Central. The closing was strong at about the best prices. Thomas W. Lawann, published to-day In Now York and Boston papers, I linve to siy that nothing has boon done In connection with tho organization of The Um England Gas & Coke Go. In tho slightest degree to Impair the security ot the Boston United Gas Bonds of the First anil Second Series and also In no war to Impair whatever rights tho junior securities may havo had In the equi ties after the bonds wero paid. Tho mattor of the formation of the New England Gas 8 Coke Co., Its declaration ot trust and Its mortgage are mattors of public record. The Board of Kloctrlo Light and Oas Commissioners havo been In vited repeatedly by mo to make an Inspection ot our records and to acquaint themiel vol .with all our purposes and plans. I personally gavo them, many days ago, a copy of our contract with the caa companies, and later handed them the declaration of trust. I havo assured them that they are at liberty to mako tho fullest Investigation of our records, and although I hare, had no communication with tbem since the publication of Mr. Law son's article, I havo no hesitation in referring to tho Board ot Electric Light and One Commis sioners as to tho truth of this statement. Partioswbo subscribed for tho securities ot the Now England Gns & Coko Co. did so with a full knowlodgo ot tbo properties covered by tbo purchase, as specifically get forth In tbe under writing agreement. Let me say, further, that I hare no'lntontlon of disputing with Mr. Law son his views on the general problem, which my atsoclatos and my solf nro endeavoring to solve, to wit: To furnish pcoplo ot Boston and vicinity gas at low rates, inada from coal, both for heating and lighting purposes. lie is entitled to his own views on that matter. I will simply say to all who are in terested that tho people who have embarked with me In this enterprise Include many of tbe ablest and strongost men In the country. Every step taken by us has been the result ot careful Investigation and experiment. Wo are going on successfully along tho Unas laid down. The engineering and mechanical steps are develop ing In due order. The money necessary is at our command. We bavo every confidence of com plete success. Wo believe that when our plans are completed and our works In operation every gns user In Boston and vicinity, every holder of present gas securities, nnd ovory ono who hns a part in our undertaking will bo pleased with the result. In the meantime we leave It to others to criti cise whatever tho motive, as tucy seo Ht, only asking some decent regard for tho facta In the mattor, not for thoso most largely concernod. who are ablo to tako care of themselves, but for the small Investors, who arosooaslly Influenced somotlmea to their, detriment by Inspired at tacks upon these securities El M.
