The Board of Gas and Eleotrio Light Commissioners, learning of the illogal issue of this stook and tho bold infringement of consti tuted authority, notified tho Massa chusetts Pipo Lino Company that it had not onlyiBsuod its stock ille gally, but that its officers and direc tors had committed a misdemeanor punishable by fine and imprison ment Then and not until then did the Massachusetts Pipo Lino Com pany pk tho Board of Gas and E ectrio Light Commissioners to ratify their illogal action, and the hoaring on February 7th is tha result If it is possible for the Massa chusetts Pipe Lino Company to do what it has done, and it and its officials aro allowed to go unpun ished, unquestionably the prece dent they have established will be quickly followed by scores of "wild cat" schemes, until the name "Mas sachusetts" attached to a gas and eleotrio light security will mean no more than tho name of those States where nothing is required for tho issuance of stocks and bonds but the payment of a small fee to tho local attorneys, and the millions of securities alrea ly created under tho conservative supervision of tho Board of Gas and Eleotrio Light Commissioners will quickly ohanga from first-class investments to speculative footballs. It is clearly tho duty of tho three classes above mentioned to aid tho Board of Gas and E o ci tric Light Commissioners with all tho information in their powor, to the end that they will maka this, the first attempt at high handed infringement of the cor poration laws of tho Common wealth of Massachusetts, bo ex pensive an infringement of tho laws that it will never be attempted again, for probably never again will such an opportunity arise for teaching schemers that it is disastrous to attempt to evado tho well-established policy of Massachusetts, ropresonted by a Commission which has justly earned a reputation for conserva tism, intelligence and courage ; for if tho Board of Gas and Eluc- 1 trio Light Commissioners stamp 1 tho stock of tho Massachusetts Pipe Lino Company as illogal, the corporation itself d"es not legally exist, and tho 50-year con tracts which it has made with the seven Boston companies fall to tho ground, and thereby destroy the outiro structure of tho Now England Gas & Coko Company, which, in its turn, will ro loaso the unfortunate underwrites who havo purchased $1-1,000,000 of worthlosB bonds, and tho trpmou dous loss now impending will have to bo borno by the foroicn specu lators who aro rosponsiblo for the creation of this chimerical creattiro of modern financa, iustoad of Now England investors, as was intondod when tho sohomn was first creatod.
