The truth Is that thoy are Bullty eelther of fraud nor of falso swearing. Shares In corporations, either of this 8tato or of other ' Vtstes, which par taxes on their capitals are ex empt in the hands of their Individual holders. United States bonds are also exempt, and so were formerly national bank notes. Government notes and gold and silver certificates, and all kinds of coin, but this exemption wasreraoved by an set or Congress passed Aug. 13, 1804, giving .to the States the right to tax that kind of property, and peoplo who used to turn their tink deposits Into cash at tho beginning of tiery year for the purpose of reducing their liable poseislous can do It no longer. Ileal stte. of course, cannot be assessed as pcr lonslrroperty, and banks now pay tho taxes of their shareholders as part of their exDOnses. WltLout going more fully Into details, It can truthfully bo said that a resident of this State n-i- U v ry rich nnd hao a largo income from his tuinesor from his investments, and jet be able to swear down to next to nothing his personal tax assessment. If, too, after nil, " the Commissioners rato him at moro than he likes, he has always the rosource of removing his residence to soma other State, whore tho au- " tho-ities are moro lenient. Undoubtedly, some residents of the State, who ought, if the law were enforced against thorn, to pay taxes upon their personal property, escape iliogether by their names not being known to the Commissioners, and others escaao In part because their modest manner of living does not Indicate their real wealth. It was probably ' Trfth the idea of remedying this Inequality that the Conir issloners of last year took tho step which they did, and which Is giving the present Commissioners so much trouble. They Bpread out a drag net, as It were, with the Idea that they would hold permanently some of the fish who for the llrst time were caught in It. By Ming their victims, loo, at enormous amounts ' fhey probably, and with rosson, expected that these amounts, even whon sworn down, would still be larger than they would bo on an official estimate. They forgot, however, that, apart from the enormous labor of hoaring and passing Djion 35,000 complalntsof ovorosscssment, tholr , scheme would work only' once. Those who "MffVrbyHs operation this year will take care , lotto expose themselves to it next year. They will either change the form of their Investments or they n III leave tho Slutc. , In Now England and other parts of tho Union, ,. tbeiicvico has been adopted of requiring from ercrr resident, onco a yenr, a sworn statement . of hU uoasca&ions. and his assessment for per sonal taxes is made up from tho information thus obtained. In Ohio tho information Is soushtnot only by requiring this sworn state ment but by oilcnng a reward to anybody who , will furnish evidence that it Is incomplete. A tuoayer may bo pursued In court for taxes vthlch ho ought to havo paid years before the i icoinnicncxuicnt of proceedings against him. In ' Ohio, too, the law imposes taxes upon corpora tions, not according to the property belonging to them within the State, but upon that outside et It, and, to avoid this Imposition, tho Adams fcxtress Company his recently distributed to its stockholders, in tho form of bonds. $12,000, OOOof its assets. ' Under the most rigorous system the taxes col lected from personal property nre Insignificant, compared to those collected from realty, being In this Stato only one eighth of the whole. To compensate for the loss thus apparently suf fered all sorts of expedients have boen sug fisted, among which that of a succession or Inheritance tax baa found tho most favor, though a tax upon Incomes has also many sup porters. In behalf of the succession and In heritance tux It Ih aald that death reveals the Sltent of a man's pnvsalons ns no inquiry can reveal it during his life mid that thus bis prop- - Perly for once pays the tax he ought to havo 4(lon It during his life. Tula argument Is de fective In that the tax falls alike upon property "iilch Is delinquent nnd that which is not, nnd upon property which was liable daring Its Owner's llfctnna and that which was exempt, aodutinctlon being made between the two. As to an Income tax, Just as It may bo In tlieory, its collcitlon involves nn odious prjlng Into per sons! affairs, and Is so great an incentive to Hrjurjr that nothing short of tho extremest cccsilly will cvtr reconcile our peoplo to it. That afUr exclndlng the intangible right, '$540,000,000 of personalty In thli Btata remains to be taxed it all that we have a right to expect. A greet defect ln our tax law U tho provision that the taxpayer' debts shall be deducted from hit assessed personalty, and hlo liability adjusted accordingly. Formerly It was the cus tom for men who wished to reduce their per sonal assessments toborrowmoney temporarily, invest It In non-taxable property, get their as sessments down, and then tell tho non-tax able property and pay off the debt incurred ln buying It. This trick hat been, in a measure, defeated by a recent act which takes away the privilege of offsetting debts contracted " for tbo purposo" of reducing assessments, but the act does not apply to other debt. A merchant may have a warehouse full of valuable goods and a dwelling filled with costly furniture, all of which receive tho protection of the polloe, the Fire Department, and the other agencies of government, and yet because he owes money, he will pny nothing for the services he get. Some very sagacious men, ln vlow of these difficulties, havo recommendod that the taxa tion of personal property be abandoned, and that the burden of providing for city and State requirements bo borne by real estate alone. This they do not on Henry Ooorgo'a tingle-tax theory, but on tho ground that tho additional taxation thus laid on real estate would be small, while the resulting gain to tbo State by inviting hither wealthy men who are now taxed elsewhere on tholr personalty, would be large. Thus far, tho proposition bat not re ceived extensive support, and it teems not likely soon to be adopted, but one to make the law conform to tho fact, and not to attempt to tax as personalty property which consists merely of the right to receive the rovenuo of real estato in Its various forms, may possibly be more sucoessf ul. By taxing tslble objects only, and making no deductions for debts, quite at much monoy would be seourod at It tecurod now, and a vast amount of trouble would be avoided. Matthhw MinsiiAU.
