Undoubtedly, some residents of the State, who
ought, if the law were enforced against thorn, to
pay taxes upon their personal property, escape
iliogether by their names not being known to
the Commissioners, and others escaao In part
because their modest manner of living does not
Indicate their real wealth. It was probably

the Conir issloners of last year took tho step
which they did, and which Is giving the present
Commissioners so much trouble. They Bpread

they would hold permanently some of the fish

That afUr exclndlng the intangible right,
'$540,000,000 of personalty In thli Btata remains
to be taxed it all that we have a right to expect.
A greet defect ln our tax law U tho provision
that the taxpayer' debts shall be deducted
from hit assessed personalty, and hlo liability
adjusted accordingly. Formerly It was the cus
tom for men who wished to reduce their per
sonal assessments toborrowmoney temporarily,
invest It In non-taxable property, get their as
sessments down, and then tell tho non-tax
able property and pay off the debt incurred ln
buying It. This trick hat been, in a measure,
defeated by a recent act which takes away the
privilege of offsetting debts contracted " for tbo
purposo" of reducing assessments, but the act
does not apply to other debt. A merchant may
have a warehouse full of valuable goods and a
dwelling filled with costly furniture, all of
which receive tho protection of the polloe, the
Fire Department, and the other agencies of
government, and yet because he owes money,
he will pny nothing for the services he get.
Some very sagacious men, ln vlow of these
difficulties, havo recommendod that the taxa
tion of personal property be abandoned, and
that the burden of providing for city and State
requirements bo borne by real estate alone.
This they do not on Henry Ooorgo'a tingle-tax
theory, but on tho ground that tho additional
taxation thus laid on real estate would be
small, while the resulting gain to tbo State by
inviting hither wealthy men who are now
taxed elsewhere on tholr personalty, would be
large. Thus far, tho proposition bat not re
ceived extensive support, and it teems not likely
soon to be adopted, but one to make the law
conform to tho fact, and not to attempt to tax
as personalty property which consists merely
of the right to receive the rovenuo of real
estato in Its various forms, may possibly be
more sucoessf ul. By taxing tslble objects only,
and making no deductions for debts, quite at
much monoy would be seourod at It tecurod
now, and a vast amount of trouble would be
