assert that the currency ot England is Issued by
basks In general, and that, as one ot them re-'-
ceatlr put It, England has "a great number of

Vnited States Is from our banks, and it Is en
tirely independent of tho fluctuations of
tho money market. For 10,800,000. or

W Is responsible, and for nil abovo that
u amount tho bank Is obllgod by its charter to

culation. H is true, that by a clumsy and round
about procoss, tho worst evils ot our Independ
ent Treasury system aro in some measure obvi
ated by using national banks as depositaries ot
national funds, but tho result Is by no means as
satisfactory as It could be made. For example,
tho Treasury is liable to havo to tako in during
tho coming month $200,000,000, ot whloh It
cannot possibly expend $50,060,000. Tho only
way of avoiding tho absorption of Uio remaining
$150,000,000 will be tor such national banks
as choose to take tho trouble, to deposit among
thoin $100,000,000 In bonds with tho Treasury,
and accept $150,000,000 in cash on deposit,
subjeot to bo withdrawn only as It was noodod
tor Government purposos. Largo as tho re
serves ot the banks happon now to be, and freo
as the tuturo is from alarming symptoms, con
siderable anxiety prevails test tho Government
financiering ot the war may bring on a money
