Corporation's Order Sal to Exceed Capacity. The steel market continues to show steady Improvement. It Is understood that the Steel Corporation Is receiving between 45,000 and 50,000 tons of new business a day, which Id In excess of ca pacity. Steel bars are Arm at the new quotation of II S5 per 100 pounds, but In Isolated Instances small miles of plates have been made at price conces sions The equipment market Is more active. There are domestic Inquiries before the market for more than fi.000 cars, and some locomotives are also being sought. Further buying of railroad equipment by Europe Is looked for In the near fu ture. There are Inquiries before the market from foreigners for about 200, 000 tons of rails. El I'aso Southwestern has bought 8,000 tons of rails from the Colorado Fuel and Iron Company, to be delivered In July. There Is an actlv. demand for tool ttccl and prices have been advanced. Signs that the stock market has within thu last few day been In a oondhlon conducing to reaction were confirmed esteri1ny, when there was a general de- rllne of fairly nubstantlal proportion. At the cloe the average price of rep resentative Issues was the lowest In two weeks, although there were no Indi cations that Wall Street was engaged In anything more than the adjustment of a position In stocks which had be conio Impaired through too much per sistence of Immediate speculative opti mism amid temporary uncertainties that required a little more restraint than had been practised, A large variety of arguments derived from the war news, the new British war loin, our own relations with Germany, the Mexican muddle and the unsatisfac tory reports of crop weather was mad use of to explain the downward move ment of stocks. Doubtless they wera an effective cause In stimulating proc esses corrective of the market posi tion, but for the most part there was no apparent reason for attaching any far reaching significance to the course of quoted values. Dealings were not en a more than moderately active scale, and while losses throughout the list ranged from 1 to S points In the general run of stocks up to 8 points In United States Rubber selling was of a scattered and miscel laneous nature and there waa at no time any pronounced pressure. In the last hour, when the lowest figures of the day were reached, they were made on of ferings so scanty that buyers did not find It easy to take advantage of con cessions. Foreign selling, which appeared to come not only from Great Britain but from the Continent, Increased enough to attract attention and furnish a down ward Impetus to the market In the morning, but It wss only In euch volume as met expectations of the dlslodgment of Investments sure to be Induced by tne attractions of the British war loan to British Investors and by the effect which the big operations of British llnance must have on the London money market. Professional traders helped the decline along, with some assistance from liquidation of margin accounts In com mission houses, but there were no tokens of particularly weak or overextended long Interests. In the late dealings there waa no Increase of activity and while there was little rally before the close the market was, In the main, steady at the end of the day. Canadian Pacific was again one of th leaders In the decline, being particularly affected by foreign liquidation, but Wall Street has been unable to see for some time why it should have held at the level rrom which It has been falling lately United States Rubber dropped to the accompaniment of rumors of rjro- spectlve reduction or omission of the amaend, out no very Illuminating In formation was obtainable about th company's affairs. Westlnghouse was a conspicuous exception to the reat of the market, and it waa reported concerning It that the company had some Important additional war orders under negotiation. Foreign exchange continued more or Jess baffling to dealers In It Sterling bills were firm, but franca went to new low flrures, although apparently the French credit Just negotiated should imvo causeo. rencn exchange to rise. Whether or not sterling exchange will recover to any extent la a nn.,iu. There la some reason fJor believing that, temporarily at least. It win be characterized by a rising trend as the result of various factors cuntrinr in the Ilrltlsh war financing. The Bank of r.ngianas weemy return showed con tinuing deterioration and discounts in the open money market In London ad vanced further in the direction of the Dan rate. Whether or not the lending posslbllf ties In the London market are hee-ln. nine to attract the attention of our bankers It Is more than probable that during the summer a good deal of credit will be extended by New York to Lon- aon ana mis should be reflected In stronger market for sterling here. It la not at all unlikely that the British war bonds may be availed of as collateral for loans to London bankers, and In this way at leaet our nnance may begin to make the market which It should eventually establish for foretcn securi ties. Incidentally, the publication of me terms or the new British loans showed that It was costing the Govern ment something more than 4 per cent PUBLIC UTILITIES SECURITIES, THE METAL MARKETS.
