The Weld & Neville suit Is to recover l0 paid under protest as tax In a transaction of 100 bales sold in Liver pool. The lax was Imposed under the provision of the law that American cot ton sold on a foreign exchange must oc sold under a contract form stipulated In the law. The Federal Hcscrve Hoard approved the rate yesterday. It Is un derstood that rhlladctphla nnd St. Louis have adopted a similar plan. The rate of rediscount at tho New York Heservo Hank for longer maturities is 4 per cent, for periods from ten daya to ninety days and 5 per cent, for periods of more than ninety days for agricultural paper. The new rate was made nfter some banks had said tlial they would fre quently borrow for several daya If the rate were more attractive than the thirty day rate.
