Wall .Street's proRresfl from panto to boom in the last twelvemonth la the ejaURO of the vast chanue which a year of tho European war has wrought In tho country's financial and commercial situation and outlook. To bo eure It has been a one elded boom so far. and grotesquely feverish on occasions, but It Is a very real response to factors that have bosun to work to make Industry and trade Increasingly active and to enhance tho values dependlns on tho volumes of business which the country docs. To the extent that the speculation In war stocks has represented Inordinate public KamblliiB, It Is reprehensible and dangerous, but these features In tho main are of concern only to thoso who engage In It, for tho dangers of such perform ances usually recoil chlelly on the par ticipants. In the long run speculative booms exhaust themselves or suffer col lapsn without essential harm to any sub stantial interests. The concrete con sequence customarily Is that ignorant avarice has learned a lesson without any deleterious Impairment of actutl values established In tho boom period. Theso usually remain as a reflection of the prosperous expansion of enterprise throughout the land. All speculation Is bred of conditions which conduco to It. and there is this to bo said about tho successive waves of speculation in Wall Street since tho re opening of the Stock Hxcliango last De cember, that the augmented speculative surge of last month simply confirmed the forecasts of Informed economists a few months ago. They predicted, on the history of war time financial experience, that speculative phenomena having more than n tlngo of gambling furor wcro to bo looked for during tho war. The re cent demonstrations of the validity of these prophecies not only come as no surprlso uut they tenii to provo tn existence of conditions which glvo specu lation much to anticipate In the way of economic expansion. Inllatlonary forces have been let loose In tho world at a time when men's minds have been Jarred out of the steady, orderly habits and processes of n peaceful atmosphere. The spirit of adventure has been revived and a dls Position to take chances with tho futuro has been excited which Is a token that trado and industry aro themselves to go pioneering in the exploitation of oppor tunities for pro lit. Warnings against the pitfalls which lurk in tho path of the speculator cannot bo too frequently or emphatically addressed to the unin formed public which risks Itn dollars In evanescent margins, but tho return nt speculative nctlvlty to Wall Street has to be accepted as the signal of tho new era which dawned with tho European war. It Is the far reaching Import of the speculative phenomenon which renders more or less absurd much of tho criti cism currently bestowed upon it, as, for example, that the Stock Exchange Is avoiding' Its responsibility by not exer cising its arbitrary power to regulate Uie speculative performance. As a measure of speculative rvatralnt max imum prices have been suggested by analogy from the minimum prices which were fixed for tho experimental stages of Stock Uxchango resumption last win ter. 'Proposals hao been made that the privileges of tho Stock Kxchango mar ket be withdrawn from stocks tthlch swing vloli'ntly up nnd down only to soar to new high levels on a tumult of trading provoked by reports of large earnings conjcctunilly to accrue from vaguely estimated dimensions of war contracts. Other happy thoughts have been mooted along the sumo line, but for any evils of tho speculation In which Wall Street has been Indulging this year these remedies would bo no cure In the outside market for unlisted stocks there has been a more Immense Inflation of prices tban any which has yet taken place on the Stock Exchange. Tho course of tho ordnance shares nee,l only ho cited in proof. As for the Hroad Street curb market, the astonish ing assortment of miscellaneous stocks which nre there cla-ed, reasonably or by wild Inference, In the war order cate gory (nlthough tho truth Is that to-day ull securities are war securities, the dif ferences between them being mainly a matter of degree) have been going a gambling pace which becgars descrip tion. All that would he accomplished by destroying the freedom of tho organized market maintained on the Stuck Ex change through hedging it about by arti ficial devices would be to drive trading, off the Stock Hxchango and transfer speculation to an outside, unorganized, unsupervised market, lacking the safe guards afforded by the wide publicity given to Stock Kxchango transactions and Infinitely moro replete with possl bllltlea tor relieving tho unwary and un lntructed public of Its money. The Stock Kxchango authorities should bo vigilant to prevent abuses of the regu lar market, but speculation Is not with in their control. The facility with which a panic market was mado In Jfcw Street last autumn during the suspension of tho Stock Kxchango shows what would happen If tho organized market under took to regulate speculation, for tho speculative spirit will not be denied. After all tho quarrel Is solely with the exaggerated gambling aspects of tho en- ivor to express In quoted values the ctors operating for a nrolltablo v. panslon of Industrial and mercantile activity, to discount the prospective en hancement of values resulting from thn Inlluences which are at work nowadays in mo economic rioiu anil converge with tremendous effectiveness on this country becauso of the advantages of its geo graphic, political, commercial and finan cial position in relation to tho war. Soma of these advantages may be lost or transformed without material loss In tho oveut of an alteration of our status or neutrality, nut It Is dllllcult to see what could lessen our Importnncn as tho banker nnd merchant nation of the world during tho war. Tho fato which always overtakes most public punters In tho stock inarkot regarding speculation for the rlso on simply a form of gambling Is undoubt edly awaiting tho now generation of gurnesters, but speculation In securities Is not all, nor by any means chiefly, gambling. At bottom It Is the ex pressed con-e isus of nn enormous com posite of .irtlcal Judgmunts mi cor por.ito conditions and prospuitH, and the July Hpeculatlon In Wall Street was n slgnlllcant phenomenon which inn bo most Intelligently regarded as n token thut a revival of enterprise lias begun to mnko Itself felt In quarters most hcnsltlve to It and most concerned to detect it, Properly considered, the re cent speculation which compares so re murknbly with the panto conditions nt it year ago has been un answer to the Impetus for business betterment gen crated In manifold ways by tho war. It Is In Its discounting phnscH that It hns run to extremes ami threatens to become detrimental, but It Is precisely In those aspects that tho (speculation ban had Its most optlmlstlo forward bearing, if the speculation lmn been one sided that Is bound to correct Itself In time unless an tho postulates on which It has been founded nre misleading and fal lacious, Thcru can bo no excuse for th extraordinary price appreciation of war munition shares and kindred issues, nnd no warrant for the less Immoderate but still cxtcnslvo advances made this year and fairly well held lately by coppers and other descriptions In the Industrial Hat unless the whole movement of cor porate Industry Is going to broaden In tho autumn with the harvesting of the crops, stimulate general business effort ami provldo tho railroads with a great tranic. Indeed the last week brought evidence that tho circle of Industrial Improvement was widening nnd much encouragement was afforded for Wall Street's rather ecstatic mood of hopefulness when the t'nltcd States Steel Corporation's report for tho June quarter was published. Net earnings In tho March quarter were not quite $12,500,000. In the June quarter the earnings were almost $21, 000,000, yielding a surplus of $S,2fiS,iflO against deficits of moro than (5,000,000, In each of tho previous quarters. Earn ings for the month of January were $1,6S7,000, for April $7,236,000 and for June (11,343,000, In January tho cor poration suspended dividends on the com mon shares but all tho indications are now that by the end of the year the surplus nvnllnblo for dividends will be mure than ample to permit a resumption of disbursements at some rate. In the middle of the year the steel Industry had unmistakably turned the corner and to-day steel makers everywhere have raised tho operations of their plants almost to productive capacity, while throughout the list of steel products more than an upward trend of quota tions Is evinced. That a firm foundation baa been es tablished for the structure of security values cannot be doubted when baslo Industry Is In such shape as current facts of tho steel trado denote. If tho tide of confidence rises moro strongly, especially If the brilliant promise of the crop season Is realized, the probabilities aro that domestlo buying In all lines of business will come In to supplement, as It hrus not yet dune, tho Impulses for expansion which have emanated from the foreign trade Held. Moreover, fac tors for Increased confidence nre dis cernible In tho now note of practicality which politics la striking. Washing ton's avowed purpose to take the neces sary steps to Increase the country's pre paredness not for war but against war Is the most convincing testimony yet given that the regime of fnntastlo the orist politics that did so much to chevOe business Initiative In the past decade has come to an end.
