RAIL AND LAKE RATE INCREASES REFUSED Conimeree Commission in De cision Says Wnfer Trade Must He Fostered. Wahiiimitox, Jan. 11. Present rail und lake rates and rait, lake und rail rates on package freight to and from New York und other points In trunk line and New England territory from and to Chicago and points west of the Illltiols-Indlaiiu Slate tine will not be disturbed. The Interstate Commerce Commission held that the proposed In creases are not justified and ordered the tariffs providing for them cancelled, The carriers sought Increases averag ing a little more than 5 per cent., In order, as they contended, to preserve the same ndjtistment nnd differentials as exslted before the commission allowed the 5 per I'ent. Increases In the all rail rates. The first class rate from New Tork to Chicago was "6 cents 11 hun dred pounds nnd wns Increased to "S.ll cents, the lake and rail rnte being C'J cents. The decision In the case says: "The commission Is unconvinced that these proposed rates should be permit ted to become effective In order to restore the former relation, nil the contrary. It Is convinced that the main tenance of the present greater differen tials will give to the lake routes an opportunity of growth which seems to have been denied them heretofore." Financial needs of the lake line routes were equal In severity to the financial needs of the all rail line routes, the railroads contended, and In addition the forces of competition threaten the stability of the nil rail ,". tier cent. In crease and to avoid the effects of this competition they should be permitted to Increase their lake and rnll rates. The commission stales that the lake lines have had practically no voice In the naming of the rates. IJl.' The discovery through actual praotlce that the electrical furnace peritilln the manufacture of high speed tool steel at a much lower cost than through the oruclbln process has led to the plactnt of contracts for five or more furnaces since January 1 In fact, tho new de. partment of the American Hrldc-e Com pany now constructing these furnaces anticipates that Its full capacity will be sold In a short time. It Is understood that from 5 to 10 per cent, of tungsten Is reriulred for the manufacture of tool steel liv the electrical process, whereas ordinarily, from 15 to 20 per cent, of tungsten Is used. When It Is recalled that tungsten Is now commanding $fi to JS a pound, xvhereas before the war It was sold nt '5 cents a iiund, It Is small wonder that the electrical process has .suddenly grown very popular. Some dlfllculty Is being eiicoiiiiteied by founders desirous of Intalllng electrical furnaces In the light supply of magneslle. This mineral Is used In the manufacture of brick to Hue the elect rlcml furnace. It Is a magnesium bearing clay, which Is usually obtained from Hungary, but there are some de posits In the West, especially In Cali fornia, which the high prices now pie vailing thero has been an advance of 300 per cent since the boglnnln-ri of the war are causing to bo developed. Macneslte ha,s u basic reaction and Is essential In the process to get rid of the sulphur and phosphorus. The one great point In the electrical process, however, Is the elimination of oxygen from tho charge This enn he accom plished only In the electrical practice, Mllllkem Hrs Incorporated, have se. cured the contract for 300 tons of fabri cated structural steel to bs used In the hulldllis; of the Mohican Hotel at New Ixmdon, Conn., deliveries to, be made In eight weeks.
