Arbitration Instead of pistols has eettled the con troversy between Jobo de Souta Lage, editor of the newspaper 0 Pali of Illo Janeiro, and Fernando Saguler, a mem ber of the Argentine fienato, which threatened to end on the duelling field. Two weeks 'ago the editor sent a chal lenge to the Senator, the former con sidering his honor had been impugned by an arUcle written by Senor Saguler for the Government organ La Epoca of this city, In which It was said Senor Lago had misrepresented President Irigoyen In an Interview published In his newspaper. President Irigoyen, It is said, took a hand in the affair after the Senator had reiterated his charge that tho editor. In printing the Irigoyen interview, had violated the confidence of the Argentine Chief Executive. Tho two men had planned to meet at Montevideo, where a fatal duel took place recently, but the Uruguayan authorities were notified tho two men must not be permitted to fight In that country. It was finally decided to refer the whole matter to Dr. Carlos Rodriguez Larreta, former Argentine member of the Permanent Court of Arbitration nt the Hague. In handing down his de cision he says : "Without passing Judg ment on the merits of the controversy, there has not been sufficient offence to Justify a duel. I think in such cases wo ought all to agree on a policy of fraternity between the two countries." FINANCIAL CONGRESS WILL BEAR FRUIT Chilean Delegate Points to Results in Sight. Somo of the work achieved by the ro cent Pan-American Financial Conference at Washington, such as'the study of in ternational laws looking toward the uni formity of land and sea transportation, of patents and Industrial trade marks and of arbitration, will pave the way to an increasing commercial Interchange be tween the Latin-American republics and the United States, In the opinion of Dr. Luis Uqulerdo, chairman of the Chilean delegation to that congress. The year 1913 the proportion by which the American Flag was represented In Chilean trado was hardly 3 per cent. In 1913 this proportion was Increased to 16.33 per cent, thus occupying the third place after the national and the English ships. This Increase Is due, not only ro the restrictions Imposed upon European flags during the war, but mainly to the cutting of the Panama Canal, which has opened the western, coast of South Amcr lea to a direct connection with the South ern and Eastern ports of the United States. The financial condition of Clillo can be considered entirely satisfactory. To redeem the 150.000,000 of gov ernment bills, 112,000,000 in gold has been accumulated in the vaults of the Bank of England and in the national mint Moneda.
