of a hearing to-dny before the Senate
Interstate. Commcrco Commission, at
which yew York Investmont bankers
presented their views on the outlook for
financing railway equipment and other
.neceds. Senator Cummtns (Iowa),
M chairman of the committee. Indicated
V'that Congress will not add J500.000.000
to the railroad revolving Mtid for this
t "purpose, as has been naked.
Rather, Senator Cummins believed,
.the present law for administering that
fund would bo broadened so It may be
distributed among tho weak railroads
to finance their equipment requirements,
while the strong roads will be expected
to finance their own needs in the gen
eral money mnrket. It will b neces

soldiers' bonus the railroads were ap
pearing to ask further advances. The
bankers, looking at It from the' angle of
general business and the money mar
ket,, were Inclined to sympathize with the
Congressional view.
Not only did the bankers oppose the
advanco of eSbO.OOO.Oa) but they objected
to a Government guarantee of railroad
equipment certificates. They opposed
the loan oh tho ground that It would
involve additional taxation, or at least
a continuance of present Federal taxes,
and proposed that the Government help
tho roads to buy equipment by amend
ing tho railroad act to permit the $300,
000,000 revolving fund to be used for
fifteen vears Instead of five, thus giv
ing the roads tho longer period to. repay.
They also suggested that the law be
amended so that the I. C. C. would not
be able to require repayment within one
or two years. A Ihlrd suggestion was
that Uie railroads bring present equip
ment Into tho fullest possible use and
main It more effective by extension of
terminals and any other possible means.
Senator Cummins at the close of the
hearing said the railroads must have
the money for equipment 'Thero Is no
doubt," he said, "that 100,000 freight
cars and tho other equipment are nccd
de. Our problem seems to be to, get
$610,000,000 for the railroads this year.
I think they must have It at all haz
ards." Jerome J. Hanauer of Kuhn, Locb &
Co. was the first witness. Senator Cum
mins asked him whether the railroads
can get the (610,000,000 by borrowing on
their own account
"There Is not much hope that they can
get It all this year," replied Mr. Ha
nauer. "A number of roads are in a
position to ftnancethemselvcs In this re
spect, while a much larger number can
