tractors for pulling out stumps, and
machinery for pulling down trees. On
ono estate a portable sawmill has been
installed to saw up tho fallen trees and
has met with most pronounced suc

If tho Avros, tho official organization
of tho rubber planters of the Sumatra
East Coast, obtains concessionary rights
In Atjeh for 200,000 acres for planting

All Railroads in U. S. Are in

Comprehensive nnd natlon-v.'Mo plans
to obtain more uso from existing rail
road equipment have been adopted by
every railroad In the United States and
every consignor and every consignee has
been called on to coopcrata in much
the same way they did In 1917, when the
Increased efficiency ot a freight car
amounted to 23 per cent. That move
ment, however, Is on a bigger scale and
cven'larBor results than thoso achieved
thrco years ago are hoped for.
To-day's Issue of American Railroads
tells how railroads," with the aid of the
Car ServlcceCommlsslon In Washington,
will appeal to shippers and consignees' to
do their part In Increasing tar efficiency
and what railroads are dolns to provide
new equipment and facilities. Cars and
locomotives which tho railroad com
panies have arranged to ptirchusc and
finance out of their own resources, with
out Government assistance, during the
first four months of this year arc sum
marized in tho following table:

Is that ot the Lehigh Valley Ilailroad, ot
which E. E. I.oomls Is president. Appre
ciating that increased facilities for
handling business passing through tho
port ot New York Is one of the greatest
needs of American commerce at this
time, that road has planned and-started
tho construction of an ocean and tall
terminal on property in Jersey City
adjacent to Its tracks and Immediately
on New York Hay. When Claremont
terminal, as it Is to be known, shall have
been completed It will cover nn area of
some 530 acrcn and afford moro than six
miles ot berthing space for oceangoing
vessels. Warehouses, cranes for hand
ling heavlcrt shipments, ore unloadcrs
and all modern machinery for facilitat
ing prompt movement of freight directly
from enrfl Into vessels and from vessels
Into cars'will be installed.
After telling in detail what is being
dono and how It is being done to obtain
the most service possible out of the ex
isting railroad facilities and equipment
tho current Issue of American Railroads
publishes a list of Instructions annoiitrccd.
by tho commission. It will be distrib
uted to every Important shipper or re
ceiver of freight In the United States.
The headings of those instructions for
the consignor aro as follows: "Order ac
cording to your loading capacity, restrict
your car orders to to-day's programme,
do not duplicate car orders, order your
cars according to tonnage, loading, hold
less than carload or LCI. for carload
movement, complete your loading beforo
closing, cooperate with your agent in
switching service, cooperate with billing
ugent, bill your shipments through, con
fine bill of lading to Its proper use, em
bargoes, rotltes to Insure most expedi
tious handling, observe tho slogan '10
per cent, above capacity of car" and do
not utilize your full free time."
The Instructions for the consignee are
as follows so fur ns headings nre con
cerned: 'Turchase to avoid long hauls.
Insist that yrtur shipper loads cars to
full capacity, pool your shipments, un
load promptly, have your shipper for
ward your freight according to your
daily capacity to unload, advance notice
shipments, moving under bill of lading
and complete unloading beforo closing."
