Cox lias been forced Into another strad dle to pave hlnmelf from the wrath of the drys within his own party. This was revealed here to-day .on the eve of the mectlnB ot the executive com mission of the Anti-Saloon Leatrue. which la to formulate plans to-morrow for the Presidential and Congressional campalRns. Cox was nominated In San Francisco with tho help of antl-prohlbltlonlsta from New York and New Jorecy and other States, and on the strength of his topjiosed wetness his supportora have been making claims that he would carry these States. Additional confusion relative to Oov. Cox's noslMon on this question will re sult to-morrow when tho Rev. Sam W. Small. Senator Harding, vimall admitted, voted for tho prohibition cmend-r.ent and to pnss tho Volstead nt over President Wilson's veto, but iffplte this he insisted the Republican nominee was not a real friend of the drys In addressing tho committee to-morrow Small will say, according to a state ment which he already has prepared, that the purpose of the meeting Is to decide whether to Indorse Cox or Har ding or declaro a hands off policy. "I hope the decision will be to follow the last named course," his statement fays. Continuing, Small declares that while Cox Is not all that could be asked, he can be appended upon not to attempt to change the Volstead act. "Harding, on the other hand." Small's statement will then say,, "never has been accounted by us ds our friend, al though ho voted for the amendment's submission and voted to pass. the Vol stead act over the veto of the President, jut beyond those performances he has -aid nothing to Indicate his ?ttltude toward their full enforcement In event of his election or that he would do any thing to discourage the repeal, of the one or the liberalization of the other." At about this point In Small's dis course James White, superintendent of the Ohio Anti-Saloon League, who has dealt with both Cox and Harding, Is expected to demand what a rominee could do to show that he Is friendly to the cause of the drys. If a row develops from this Small has r.o fears that he will lose, bocauso there are more Democrats than Republicans on the executive committee. Small him self Is not a member of tho committee, but has been Invited to appear. Small to-diy also revealed why Cox had not answered a iiuery from Rich mond Pearson Hobson concerning his prohibition attitude. "I telegraphed him not to answer Hobson," Smill said, and explained that he had later written Cox a letter In v.hich he advised him that Hobson had no authority to question him In the name of the Anti-Saloon League and that It was riot Cox's business to an nounce any policy when the Democratic Platform had refused to adopt any Policy on the subject. The appearance of Small here Is not the first sign that Cox Is making up with the drys In fear of. Losing the pro hibition votes In tho West and South. Brook lyn, State chairman of the Woman's Christian Temperance Union, who will run as tho, candldato of tho Prohibition party and under the banner of tho Anti-Saloon League, Mrs. Boole was invited to bo the candldato of the Pro hibition party nt the. party's unofficial convention In Syracuso July 14. Sho notified Chairman William H. Burr yes tcrtlay that she will run, Her candidacy is subject to the Prohibition nrlmnrv. September H. v Coincident with' Mrs. Boolo's an nouncement, William II. Andorson, superintendent of tho Anti-Saloon League, Issued an official indorsement of her candidacy and declared that tho Ann-baioon League will refuse now to enter into any prlmnry fight ngalnst Senator Wadsworth or to support In the primary any candidate, no matter what profession he may make. Tho Anti-Saloon League, however, will urge that antl-Wndsworth Republicans write the name of Mrs. Boole into tho pri mary ballot. Mrs. Boole Is an enrolled' Republican. Thcrq Is only one condi tion upon which sho will retire from tho race, according to Anderson, and that Is that the Republicans rcpudlato Wadsworth and nomtnnte a man who Is absolutely satisfactory to tho prohibi tion clement. He added that Mrs. Boole "cannot be intimidated out of the race." TREATY NOT 'FIXED ISSUE-ROOSEVELT Status May Be Much Changed .by March 4. Washington, July 21. The peace treaty and the League of Nations In no way can be regarded as "fixed Issues" In the Presidential campaign, Inasmuch as their present status may bo "much changed" between now and March 4, i-ranlclln D.
