Another Adverse fea ture was the seriousness of the Polish situation and the weakness in foreign exchangee. The late decline In the stock market hero was believed to be a re flection of those conditions. The weather on tho wholo was Improved and the official forecast for the Western belt called for fair weather to-day, Tho map was somewhat better, but contin ued to Indicate considerable precipita tion in the Eastern districts.
