The Franco-British agreement dealing, with the Meso potamlan oil fields, which was laid on the table In the House of Commons to night, nssures France of a share In the oil fields' production for reconstruction purposes. It Is a recognition also of her sacrifices In the war. It Is emphasized In behalf of the Government that the agreement does not mean the British Government's ex clusion from developing tho Mesopota mlan fields Itself, wholly or In part, nor does It mean exclusive privileges will be granted to either British or French exploiters of oil, but It merely provides that If the British Government exploits tho oil Itself Franco Is entitled to 25 per cent, ot the production when she erects a pipe line between the Mesopota mia oil fields and Aleppo. If private corporations are permitted to do the exploiting the agreement as sures France the privilege of owning 25 per cent, of the stock of such a corpora tion. It Is emphasized also that while the agreement testifies that Great Brit aln assumes Jurisdiction under the man date, she shall exorcise it in conformtty with tho League of Nations' definition that a mandate should benefit the man dated peoples before the mandatories. It Is stated there Is little likelihood of the Standard Oil or other American oil concerns get ting a foothold there. Jonas who styles him self a representative of tha Abyssinian Government and whom the Chicago po lice hold responsible for a race riot In which two men wero killed last June, was arrested last night In the Harlem negro belt Jit was locked up In tho West 123d street station on a warrant In which the Chicago authorities nrcusa him of being an accessory to murder. He will be taken to tho Tombs to-day and held there to await the nrrlval of Chicago detectives. Jonas, who Is a white man, was en tering tlio odlco of tho Black Star Steamship Company when he was cap tured. Detective William A. Miller of the West 135th street station made the arrest, and when Jonas protested and called on negroes to wltneaa the Indig nity that was being forced upon him Miller showed a copy of the warrant He denied the charge. Jonas, according to Information ob tained from Chicago Inst night, led the parade organized by the Star Order of Kthlopla on June 20. In the parado was a band of zealots who wero preparing to return to Abyssinia. JonaB halted them at the edge of the Chicago black belt and addressed them. After the man had excited the Abysslntans In the crowd to a point of frenxy by a religious appeal and by tell ing them the negro and Irish races might rule tho world, the Chicago authorities allege, ho started another parade.
