ferent regions and It Is estimated that
It will average approximately 33 1-3 pet
cent, so far as lumber Is concerned.
That means the addition of one-third to
the cost of transportation, bui ulnce
such expense is but n relatively small
part of the total value of lumber which
goes Into a house It Is not to be ex
pected that It will materially affect the
building; of homes.
Lumber weighs anywhere from 2.000
to 3,100 pounds per thousand feet, ac
cording to the kind of wood and Its de
gree of dryness. Much of the yellow
pine coming Into Chicago, the associa
tion says, takes a rate of 32 H cents a
hundred pounds, so, In the case of lum
ber weighing,) say, 2.S00 pounds a
thousand feet the transportation cost
amounts to $9.10 a thousand. Douglaa
fir shipped from the Pacific Northwest
to Chicago Is hauled by the railroads at
a charge of 80 cents a hundred
pounds, so that the freight charges on a
thousand feet of Douglas fir weighing,
say, 2,500 pounds would amount to $15.

that the home building movement of the

One of the good features of the xonlng
law Is that localities may apply to the
Board of Estimate to be put In a more
suitable district. It would have been un
wise to try to fix Irrevocably the status
of every spot In the city. As the city
grows changes must take place, but the
xonlng law is deslgnej to help these
changes bring about increased desirabil
ity and value Instead of Injury.
For instance, C districts on the area
map permit a new building covering
approximately 75 per cent, of the lot
and accordingly are adapted for apart
ment houses, D districts permit 60 per
cent an-J nre therefore adapted to one
and two family block houses, E districts
permit SO per cent, and arc therefore
adapted to detached private houses. It
sometimes happens that a locality of de
tached homes located in a C or D district
would flnsi It a great advantage to be
placed in an E district so that ita de
tached house character would become
permanent.
The home owners of such localities In
a C district arc prompted to consider
making an application for such a change
because they want to preserve the pri
vate home character of their street or
neighborhood by preventing apartment
houses from being erected on a few re
maining vacant lots or preventing some
owner of a dilapidated private house
from tearing it down and erecting an
apartment houso In Its place. If such a
locality is In a D tone the property
owners may desire to prevent block
houses for one or two families hero nnd
there through their street or neighbor
hood. Hon to Change Yonr District.
The question then arises how shall the
home owners In such a locality go to
work to effe-t a change to an E district,
for It has been found that the 30 per
cent, requirement of E districts brings
about the erection of one family de
tached houses. The owners should first
carefully consider the boundaries of the
locality which they desire to be changed
to an E zone. It should not take in a
small fraction of a block, because the
Board of Estimate properly does not
create exceedingly small districts. The
proposed locality should at least take in
either a block or both sides of a street
between Intersecting streets. It is pre
ferable to have It take In a large num
ber of blockn.
The locality should already have Its
character well fixed as a detached house
district. If it is already shot throuth
with apartment houses or block houses
Ii Is not fair to force the owners of con
tlguoua land into an B district, as It
might lessen the value of their property
If It could not be used for block houses
or apartment houses. After the prop
erty owners have held a number 04?
local meetings and decided on the boun
daries of the locality a petition to the
Board of Estimate should bo prepared
asking that the locality (which shou'd
be described) should bs changed on the

cause it would mako this street useless

the property owners were much opposed
to tearing up their one nnd only thor

nolly decided o place the sewer In Am
stel Boulevard, and In a new street In
