Snow began to fall yesterday a' 2 P.M., and this morning the avenue to Troy is crowded with pnii horses and p ivate horses, all narnesseil to elegant sleighs of the costliest description. A bill of an important character, which seems to have been drawn with a view to establish a liberal and permanent compromise between railroad companies and landowners, was introduced into th<* house yetterdiy, by Mr. E C. It is a general hill, which has been matured aftrr an immense! deal of reflection and digcuwf ion; and it embodies provisions for the guidance of railway companies, in purchasing routes for the construction of their roada. It is perfectly well known thet the ops-rations of the Hudson River Railroad Company, in the construction of th"ir road,have been materially obstructed in consequence ot the annoyances and delays to which they hav;nem subjected by the owners of the lands over which they design to construct their road. It 13 obvious that if a general law was in existence, prescribing the terms upon which this company and others should be empowered to enter upon and take possession of lands, all these vexatious delays and expensive law suits would have been avoided. It is hoped that the act which has just been introduced, will fully meet the case, and that it will be satisfactory to all. It provides tiiut no. less^than twenty-five stockholders, who hive shown their confidence in any railway which they may propose to construct, by subscribing not less than $1000 for each mile ot the whole road, and paying 111 ten per cent of their subscriptions, may orga- j ,nize and incorporate themselves to make "the roiid. It these stockholders can procure n right of way, by negotiation with the owners of the lands over which they propose to build their road, they may proceed to build it ; but if not, then, before the road is commenced, all parties shall be heard before tiie Supreme Court on the question whether there is sullicient public necessity for tuking private property. Before commencing the road, the stockholders will be required to pay into the hands of the Comptroller live p>r ccut on their capital subscribed, as a fund for the payment of damages to land ownt-rs.
